Mr. Speaker, I rise today to recognize the Honorable Stephen Kouri on his retirement after nearly 24 years of distinguished service as a judge on Illinois' Tenth Judicial Circuit.

Judge Kouri has dedicated more than three decades to serving Peoria and Central Illinois. A graduate of Spalding Institute and the University of Illinois College of Law, he practiced law for 20 years before being elected to the Tenth Judicial Circuit in 2002.

During his time on the bench, Judge Kouri served communities throughout Peoria, Marshall, Putnam, Stark, and Tazewell Counties and was the Circuit's longest-serving judge at the time of his retirement. Throughout his career, he earned a reputation for his fairness, sound judgment, professionalism, and strong work ethic.

Judge Kouri's commitment to public service extends well beyond the courtroom. He served on the Peoria City Council from 1993 to 1997 and has held numerous leadership roles with civic, charitable, and Catholic organizations throughout the Peoria area. He also played an instrumental role in bringing the IHSA boys basketball state finals to Peoria and helped establish ``Access the Experience,'' which provided young people with disabilities the opportunity to participate in state finals activities.

I congratulate Judge Kouri on his retirement, thank him for his many years of service to Central Illinois, and wish him and his family all the best in this next chapter.

Mr. Speaker, on Roll Call No. 269, I mistakenly voted NO when I intended to vote AYE.

Mr. Speaker, I rise today to reflect on the resounding success of the 2026 FIFA World Cup.

Over 39 days, the United States alongside Canada and Mexico, hosted 104 matches, or the equivalent of 104 Super Bowls, making it the largest sporting event in the history of our country.

More than 6.8 million fans attended matches, another 7.7 million visited fan festivals, and the U.S. welcomed visitors from around the globe with open arms. Beyond the elite level of play on the pitch, the tournament generated tens of billions of dollars in economic activity and supported thousands of American jobs.

I was proud to be a part of the White House FIFA task force under the leadership of Executive Director Andrew Giuliani and President Trump, where we worked with more than 50 Federal agencies in an unprecedented effort to ensure a safe, secure, and exciting event for fans and spectators.

I thank our law enforcement officers, first responders, and public servants who worked tirelessly to make sure the tournament was safe, secure, and ensured the World Cup finished without a single major security incident.

During America's 250th anniversary, our Nation's hospitality, its strength, and its ability to bring the world together were on full display. We once again proved that when the world comes to America, we can deliver.

Mr. Speaker, today, I rise to recognize Chuck Spencer on the occasion of his retirement following more than 40 years of distinguished service to Illinois agriculture through the Illinois Farm Bureau and the GROWMARK Cooperative System.

During his tenure with the Illinois Farm Bureau, Chuck served as Associate Director of State Legislation, where he contributed to the successful passage of the Illinois Livestock Management Facilities Act. He later served as Director of National Legislation and Policy Development, where he led negotiations supporting passage of the Energy Policy Act of 2005 and the implementation of the Renewable Fuel Standard.

At GROWMARK, Chuck continued his tireless advocacy on behalf of agricultural cooperatives and farmer-owners. He worked with a team that successfully made Section 199A of the federal tax code permanent, protecting the ability of cooperatives to return patronage benefits to farmer-owners without facing an unfair tax increase.

Chuck also served on the National Council of Farmer Cooperatives Government Affairs Committee, including as its chairman. Additionally, he contributed to legislative committees for the American Seed Trade Association,

CropLife America, the Agricultural Retailers Association, The Fertilizer Institute, Fertilizer Canada, and the Ontario Agri Business Association.

Chuck's leadership, policy expertise, and commitment to agriculture have made a lasting impact on farmers, cooperatives, and rural communities throughout Illinois and across the country. I congratulate Chuck on his well-earned retirement and wish him and his family all the best in the years ahead.

Mr. Speaker, I thank Chairman Guthrie and everyone involved with this piece of legislation for their leadership, and I rise today in strong support of H.R. 3747, the AADAPT Act. I am proud to co-lead alongside Representative Balderson, Representative Barragan, and Representative Tonko.

Alzheimer's disease is a growing public health crisis that is sadly projected to affect nearly 14 million Americans by 2050. Yet, today, Alzheimer's and related dementias go undetected in the primary care setting roughly half of the time.

With a rapidly aging population, we must ensure that primary care providers have the training and resources they need to recognize early signs of cognitive decline and connect patients and families with the appropriate care and support.

The AADAPT Act is about making sure expertise reaches every provider community. It helps detect, diagnose, and manage Alzheimer's earlier and more effectively, especially in rural and underserved areas where access to dementia specialists can be very limited.

Earlier diagnoses have never be more important than now. As new diagnostic tools and treatment options continue to emerge, helping providers identify patients sooner can improve care planning and give patients greater support when early intervention is most impactful.

This legislation is a critical step toward closing the diagnosis gap and reducing care disparities in rural communities. Let's give providers the resources they need by utilizing these

impactful virtual education programs that help reach vulnerable patients.

Mr. Speaker, I am proud to co-lead this legislation, and I urge my colleagues to support this bill.

Mr. Speaker, I rise today to recognize Agatucci's Restaurant in Peoria, Illinois, as it approaches an extraordinary milestone of 100 years in business.

This family-owned restaurant has been a cornerstone of central Illinois since 1926, representing the enduring spirit of entrepreneurship, family, and community that defines the heart of Peoria.

Founded in 1926 by Vincenzo ``James'' Agatucci, Agatucci's Restaurant began as a small grocery store before becoming one of Peoria's most beloved family-owned restaurants.

During the Great Depression, James transformed his grocery store into a restaurant to serve the community, later obtaining liquor license number 13, now the oldest continually owned license in Peoria.

The Agatucci family has built a tradition of hard work, tremendous hospitality, and excellence. From introducing pizza to Peoria after World War II to expanding into the frozen pizza and sauce market, Agatucci's has continued to bring people together over delicious food and warm hospitality.

Agatucci's is proudly operated by the fourth generation of the Agatucci family. As the restaurant enters its 10th decade, Danny and Tony Agatucci remain committed to the same values that built their family's legacy.

As we commemorate this incredible milestone, I recognize Danny and Tony Agatucci, their fathers whom they learned from, and the entire Agatucci family for their dedication, entrepreneurial spirit, and lasting contribution to Peoria.

Congratulations on 100 years of family, food, and community. Best wishes for the next 100 years.

Mr. Speaker, today, I rise to honor and remember Reverend John L. Gibson, Sr. of Peoria, Illinois, a beloved pastor, gifted psalmist, community leader, and devoted servant. Reverend Gibson passed away peacefully at his home on May 27, 2026, at the age of 86, leaving behind a lasting legacy of faith, ministry, and service.

Born on July 21, 1939, in Leland, Mississippi, Reverend Gibson answered the call to ministry and went on to faithfully serve Rising Sun Baptist Church, later Rising Sun Christian Church, for 48 years. Under his leadership, the church grew spiritually and physically, including the construction of its 850-seat building on West Charter Oak Road in Peoria, Illinois.

Reverend Gibson was known as a powerful preacher and gifted psalmist whose voice uplifted countless people. Beyond the pulpit, he was a mentor, counselor, and pillar of the community who dedicated his life to strengthening others through faith, compassion, and service.

Above all, Reverend Gibson was a devoted husband, father, grandfather, and spiritual leader. He leaves behind his loving wife, Gigi M. Hamilton-Gibson, along with many family members, church members, and spiritual sons and daughters. Reverend Gibson will be deeply missed and remembered for his ministry, music, and enduring love for his community.

Mr. Speaker, today, I recognize and honor the extraordinary service of Major General Daniel R. McDonough, whose distinguished career has had a lasting impact on Peoria, Illinois, and the United States of America.

General McDonough devoted nearly four decades to the United States Air Force and the Illinois Air National Guard, building a legacy of leadership, professionalism, and commitment to mission success. Commissioned through the Academy of Military Science in 1987, he served as a Command Pilot, Instructor, and Evaluator with more than 5,600 flight hours, including nearly 700 combat and combat support hours.

Throughout his career, General McDonough served in numerous operational and command roles, flying the OA-37 Dragonfly, F-16 Fighting Falcon, and C-130 Hercules. He deployed multiple times in support of Operations Enduring Freedom and Iraqi Freedom and commanded the 774th Expeditionary Airlift Squadron at Bagram Air Base in Afghanistan.

Illinois is especially grateful for General McDonough's many years of service in Peoria, where he commanded the 169th Airlift Squadron, the 182nd Operations Group, and the 182nd Airlift Wing. Under his leadership, the Wing maintained strong mission readiness and remained a critical part of our Nation's airlift capabilities.

In 2022, General McDonough was selected as Assistant Adjutant General-Air and Commander of the Illinois Air National Guard, leading more than 3,000 Airmen across the state. His leadership helped guide important modernization efforts, including the 182nd Airlift Wing's transition to the C-130J Super Hercules.

On behalf of the people of Illinois and a grateful Nation, I thank Major General Daniel R. McDonough for his extraordinary service and wish him, his wife Cindy, and their family continued success and happiness in retirement. I ask my colleagues to join me in honoring his remarkable legacy of leadership and service.

Mr. Speaker, I rise today to honor the life and legacy of Robert L. Burton, who passed away on May 1 at the age of 102.

Born in Georgia, Robert lived a remarkable life defined by patriotism, hard work, and devotion to his family and community. As a young man, he served in the Civilian Conservation Corps, answering the call to serve his country during the Great Depression.

At just 18 years old, Robert enlisted in the United States Army Air Forces as a gunner before transferring to the Army, 28th Infantry. He landed on Normandy Beach just 9 days after D-Day and went on to serve throughout the European theater. For his bravery and sacrifice, he earned four battle stars, the Bronze Star, and the Combat Infantryman Badge.

After the war, Robert settled in Peoria, Illinois, in my district, where he built his life and contributed to one of the region's defining corporations, Caterpillar. He spent more than 32 years as a skilled trades welder in East Peoria. He was a proud member of UAW Local 974, serving his fellow workers in several leadership roles.

My heartfelt prayers are with his children, Patricia, Barbara, Pamela, Debra, Sheila, and Mike, and the entire Burton family. His legacy of service, courage, patriotism, and devotion to his community will endure for generations.

Madam Speaker, I rise in support of the Preventing Waste, Fraud, and Abuse in TANF Act.

TANF was created with a clear purpose, and I think it is important to remember this: To help families move from welfare to work, promote self-sufficiency, and support low-income parents and children. That mission is undermined when taxpayer dollars are not properly protected.

When Federal welfare funds are vulnerable to waste, fraud, and abuse, the consequences are real. States face weaker incentives to ensure dollars are spent appropriately. Taxpayers lose confidence in the program and, most importantly, families who truly need assistance lose out because resources are not preserved for them.

As the chairman of the Subcommittee on Work and Welfare, I have worked for years to identify and stop the TANF fraud in the program.

Chairman Jason Smith and I sent a letter to the Government Accountability Office in 2023 requesting information on TANF's program accountability measures.

In response, the GAO issued five reports in 2025 identifying that TANF lacks numerous oversight and financial guardrails expected in public assistance programs. More specifically, the GAO identified 37 States with 162 TANF audit findings. Many of these findings were deemed severe, and the problems repeated over multiple years.

They also found that States are sitting on nearly $8 billion in unspent TANF funds. That is $8 billion of taxpayer money, which has doubled since 2015.

Finally, the GAO recommended that HHS be provided with authority to require States to measure and report improper payments.

This bill that we are debating here today will address many of these findings.

First, it finally would require improper payments reporting in TANF.

Second, it puts in place spending timelines so States aren't sitting on large reserves of funds that aren't making their way to families. This will ensure that States do not tap into those unused funds for needy families when there are State budget shortfalls, which happens way too often.

Lastly, the bill includes a new Federal eligibility guideline and targeting to make sure funds are going to families under 200 percent of the poverty line.

If Congress is going to provide billions of dollars each year for TANF, we have a responsibility and obligation as elected leaders to ensure that dollars are helping the families experiencing genuine financial hardship.

The Preventing Waste, Fraud, and Abuse in TANF Act will reduce fraud, restore accountability, and help preserve TANF benefits for families who truly need them.

We should all be able to agree that welfare funds should go to families who need help and not to fraudsters, wasteful spending, or people or programs that can provide for themselves without Federal assistance.

In closing, I urge my colleagues to support-- The SPEAKER pro tempore. The time of the gentleman has expired.

In closing, I urge my colleagues to support and help taxpayers by voting for the Preventing Waste, Fraud, and Abuse in TANF Act.

Mr. Speaker, as we celebrate National Foster Care Month, I rise in strong support of H.R. 7432, the Fostering the Future Act, a bill that would empower America's foster youth transitioning to adulthood. I thank Chairman Smith for his leadership and attention to these six bills. We would not be debating these bills today if it wasn't for him and his work.

Each year, nearly 16,000 foster youth age out of the child welfare system, often without permanent connections to families. This needs to be fixed.

As chairman of the Work and Welfare Subcommittee, one of my priorities has been to modernize the Chafee Foster Care Program, which exclusively supports foster youth as they transition to adulthood.

Last January, GAO, the Government Accountability Office, published a report which found States have been returning millions of dollars of unused Chafee funds since 2007, despite the need from foster youth.

In response, a bipartisan group of Ways and Means Committee members participated in hearings and listened to the youth with lived experience to develop proposals and ideas to modernize Chafee. I thank Ranking Member Danny Davis for his lifetime of work when it comes to foster care and his legacy in this space.

In addition, First Lady Melania Trump's unwavering commitment to elevating America's foster youth through the Fostering the Future initiative has elevated these issues to the highest level of government. I commend the First Lady for her dedication and passion to these issues. There are many issues she could have championed, but she chose helping foster youth, and our country is better off because of it.

Last November, I was honored to join President Trump and Mrs. Trump as part of the signing of that historic executive order at the White House regarding fostering our future. Mrs. Trump also graciously joined a bipartisan group of Ways and Means members for a roundtable as we worked to develop these proposals.

The Fostering the Future Act represents the most significant reforms to Chafee since its creation in 1999. It is comprised of six bills that together will improve access to stable housing, educational support, workforce training, legal services, and home visiting programs for expectant and parenting foster youth.

Specifically, this bill includes the Foster Youth Housing Opportunity Act, which I introduced with my Democrat colleague, Gwen Moore of Wisconsin. Thirty-five percent of foster youth experience homelessness compared to just 4 percent of the general population. This bill improves coordination between Chafee and Federal housing programs to expand access to vouchers.

This bill also includes the Fresh Starts for Foster Youth Act, which I joined with my friend Danny Davis in introducing, to improve access to legal services for foster youth.

A history of being in foster care should not limit potential for future success. These two specific bills will help our foster youth with future success. By passing the Fostering the Future Act, Congress can ensure that foster youth have the tools they need to achieve economic independence and long-term stability and success.

In closing, I again thank Chairman Smith, Mrs. Trump, and the bipartisan group of Ways and Means Committee members for their steadfast bipartisan collaboration in developing meaningful proposals to support America's foster youth.

Mr. Speaker, today, I rise to recognize and honor Peoria Police Chief Eric Echevarria on his retirement and thank him for his decades of dedicated service to the people of Illinois and our Nation.

Chief Echevarria has served as Chief of the Peoria Police Department for the past five years, leading the department with professionalism, integrity, and a commitment to strengthening public safety throughout the Peoria community. Prior to his service in Peoria, Chief Echevarria dedicated twenty-two years to the Elgin Police Department, where he rose through the ranks and built a reputation as a respected law enforcement leader devoted to protecting and serving others.

Before beginning his law enforcement career, Chief Echevarria proudly served four years in the United States Marine Corps. His military service instilled in him the values of discipline, leadership, and sacrifice that continued to define his career in public service.

Throughout his tenure as Chief, Eric embraced innovative approaches to modern policing and worked to build stronger relationships between law enforcement and the community. Under his leadership, the department adopted new technologies to address crime more effectively, incorporated social workers into co- responder units to better assist individuals in crisis, and prioritized meaningful engagement with residents across Peoria. His efforts contributed to a significant reduction in violent crime and helped strengthen trust between officers and the community they serve.

Chief Echevarria's leadership has left a lasting impact on the City of Peoria and set an example for departments across Illinois. He

has demonstrated an unwavering commitment to public safety while recognizing the importance of compassion, accountability, and community partnership in effective policing.

I want to extend my sincere congratulations and gratitude to Chief Eric Echevarria for his distinguished career and service to our country and communities. I wish Eric, his family, and loved ones all the best as he begins this next chapter in retirement.

Mr. Speaker, I thank Congresswoman Fischbach for her leadership on this issue.

Mr. Speaker, I rise today in support of the rule and the underlying bill allowing for year-round sale of E15 fuel and bringing much-needed certainty to our Nation's fuel markets.

I remind people often that the number one industry in the State of Illinois is agriculture. It is not anything in Chicago or elsewhere. It is agriculture. We lead the Nation in soybean production. We are second in corn production.

My own district is the 10th largest ag district in the country. I am proud to have nine ethanol plants that touch my district. The bill here today will help our farmers, help rural America, and help agriculture.

Right now, outdated Federal rules create unnecessary barriers to selling E15 during the summer months. This leads to confusion, market disruptions, and, ultimately, higher costs for consumers.

Refiners are forced to make decisions months in advance, often without clarity on whether E15 will even be allowed when the fuel reaches the pump. That uncertainty ripples across the entire supply chain.

H.R. 1346, which we are debating and voting on today, fixes this problem with a simple, commonsense solution, allowing for year-round sales of E15 while making reasonable reforms to the small refinery exemption process.

Mr. Speaker, let's be clear. This bill does not mandate anything. It does not force retailers to sell E15, and it does not force consumers to buy it. What it does is expand choice. It allows retailers to offer E15 year-round if it makes sense for their businesses and their customers.

That is why this legislation has earned support from a broad coalition--farmers, biofuel producers, refiners, and fuel retailers alike. Groups that don't always get along have come together because they recognize the value of certainty, transparency, and fairness in our fuel policies.

For consumers, this means more options and lower prices at the pump. For farmers in districts like mine, it means stronger demand for our homegrown crops and greater economic stability in our rural communities.

For our energy sector, it means a more predictable regulatory environment that supports investment and long-term planning. At a time when American families are sensitive to energy prices and our farmers are navigating tight margins, we should be doing everything we can to promote stability, expand opportunity, and support more domestic production.

Year-round E15 is a win-win-win. It is a win for consumers. It is a win for our

farmers. It is a win for American energy.

Mr. Speaker, I urge my colleagues to support the rule and the underlying bill, H.R. 1346.

Mr. Speaker, I rise today to recognize and honor the remarkable service of Major General Donald K. ``DK'' Carpenter, a native son of Illinois and a leader whose career exemplifies the very best of American military service.

General Carpenter's journey began in 1983 when he enlisted as a jet engine mechanic in the United States Navy. Answering our Nation's call with honor and dedication. After transitioning to the Illinois Air National Guard, he continued to serve with distinction, rising through the enlisted ranks to Master Sergeant before earning a commission as an officer, a testament to his leadership, perseverance, and commitment to excellence.

Throughout his career with the Illinois Air National Guard, including many impactful years with the 182nd Airlift Wing in Peoria, General Carpenter led Airmen in multiple deployments overseas, oversaw complex and critical maintenance operations, and helped strengthen vital partnerships with allied forces. His leadership elevated the readiness and capabilities of the units he served.

In June 2023, his exceptional service and skill were recognized when he was promoted to Major General and selected to lead logistics and sustainment for the F-35 Joint Strike Fighter Program, managing critical global operations that keep our Nation's most advanced fighter aircraft in the air.

From enlisted Airman to Major General, and from Peoria to the global stage, DK Carpenter's career embodies dedication, leadership, and the enduring spirit of the United States military. I thank him for his decades of selfless service to our Nation and to the people of Illinois, and I ask my colleagues to join me in honoring his extraordinary legacy.
