Mr. Speaker, I rise today to pay tribute to the Honorable Eugene Siler, Jr. and celebrate the designation of the federal courthouse annex in London, Kentucky as the ``Eugene E. Siler, Junior United States Courthouse Annex.'' My longtime friend and trusted adviser, the Honorable Eugene Siler, Jr. has served on the federal bench for nearly 50 years and was nominated by three U.S. Presidents. President Richard Nixon first nominated Siler as the U.S. Attorney for the Eastern District of Kentucky in 1970, followed by President Gerald Ford's appointment in 1975 as U.S. District Judge for the Eastern and Western Districts of Kentucky, and President George H.W. Bush's elevated appointment of Judge Siler to preside over the U.S. Court of Appeals for the Sixth Circuit in 1991.

The Siler family legacy of public service is highly regarded in southern Kentucky. Eugene's father, and namesake, served as a judge on the Kentucky Court of Appeals before being elected as a Member of this House for the decade spanning 1955 to 1965. The senior Siler was known for being fiscally conservative, a man of great faith, and very generous, donating his expense allotment to build up scholarships at home in Kentucky. Likewise, his son has established a reputation as an acclaimed jurist, a compassionate community member, and a trusted source for legal advice at home and abroad. Both Silers joined the military before pursuing their law degrees, bravely serving and protecting this great Nation. Eugene Siler, Jr. was a U.S. Navy midshipman in 1957 and served as a lieutenant in the Navy Reserve from 1958 to 1983.

When I was first elected to represent the people of Kentucky's 5th Congressional District, Judge Siler swore me in during a ceremonial celebration in 1981 on the courthouse square in my hometown of Somerset, Kentucky. That moment will forever be one of my favorite memories, as I first stepped into this monumental responsibility of public service, surrounded by my mentors and closest friends. Fast forward to 2026, and I am proud to say that Judge Siler and I are still showing up for the people of this region every single day. He still carries a hefty caseload, five days a week, as a Senior Judge.

It was an honor to join U.S. Senator Mitch McConnell's efforts to advance this worthy courthouse designation from both chambers of Congress. Judge Siler's legacy gives us a great sense of pride in southeastern Kentucky, and it is only fitting for his home court of justice, where he has mentored aspiring legal minds, to bear his name. This designation for Judge Siler is a small token of appreciation on behalf of the Commonwealth of Kentucky, as we applaud his continued valiant service.

Mr. Speaker, I rise today to honor Special Agent Grant R. Blevins of Kentucky upon his retirement from the Federal Bureau of Investigation after more than two decades of distinguished service to our Nation.

Special Agent Blevins began his FBI career on June 11, 2006, when he was assigned to the Honolulu Field Office in Hawaii and served as a member of HIDTA-Hawaii and the FBI SWAT Team. His early assignments demonstrated a commitment to excellence, courage, and professionalism that would define an impressive career. From Hawaii, to New Jersey, West Virginia, and Kentucky, Special Agent Blevins has investigated a broad range of complex criminal matters and organized crime, become an FBI Firearms Instructor, and overseen highly sensitive operations, vital to the U.S. Department of Defense.

His service also extended overseas. In 2017, Special Agent Blevins served as an Assistant Legal Attache at the United States Embassy in Bucharest, where he worked on international corruption investigations and strengthened cooperation with foreign law enforcement partners.

In 2018, he was selected as the Senior Supervisory Special Resident Agent for London and Pikeville in southeastern Kentucky. He oversaw FBI operations across 23 counties and served as Commander of the Southeastern Kentucky FBI Drug Task Force under Appalachia-HIDTA, directing collaborative efforts among federal, state, and local law enforcement agencies to combat drug trafficking and violent crime. Throughout every assignment, he exemplified integrity, dedication, and unwavering commitment to justice.

Before joining the FBI, Grant Blevins honorably served five years in the United States Marine Corps as an Infantry Officer. He completed two combat deployments to Iraq, serving as a Recon Platoon Commander during the 2003 Ground Invasion and later with the Joint Special Operations Command at Fort Bragg, North Carolina. His military service laid the foundation for a career dedicated to protecting the American people and defending our Nation's interests.

Beyond his professional accomplishments, Grant is a devoted husband to his wife, Gloria,

and a proud father of four daughters. Together, they have navigated the many moves and sacrifices that accompany a life of service.

On behalf of this great Nation, I salute Special Agent Blevins for his remarkable service to the United States Marine Corps, the Federal Bureau of Investigation, and the people of the United States. His career stands as a testament to duty, honor, and selfless service. I congratulate him on his retirement and wish him and his family continued happiness, health, and success in the years ahead.

Mr. Speaker, I thank my chairman for the introduction. Mr. Speaker, as chairman of the CJS Subcommittee, I rise in support of H.R. 6938.

From national security and law enforcement to American innovation and space exploration, the CJS bill before us puts the Nation on a path to greatness while reinforcing President Trump's bold agenda on trade and combating illicit drug trafficking.

To continue the fight against the drug cartels that are ravaging American communities, the Drug Enforcement Administration receives an increase of $63 million in this bill.

The bill also streamlines and enhances support for the National Weather Service to ensure Americans receive lifesaving information in times of need.

This bill is pro-law enforcement. It includes increased funding for State and local police through the Byrne Formula Grant Program and COPS hiring grants, while also making cuts to wasteful grant programs.

I thank Chairman Cole for his steady leadership. This has been a courageous effort on his part and our committee to restore regular order to the way we apportion taxpayer moneys that are entrusted to us. This legislation is a product of good faith, bipartisan negotiations.

I thank and recognize Ranking Member Meng and Ranking Member DeLauro for their partnership as well as staff for their hard work on the bill.

Mr. Speaker, I rise today to honor Mr. Paul Jones, a World War II Veteran in Corbin, Kentucky, who recently celebrated his 103rd birthday.

Paul Jones earned the distinguished role as a U.S. Navy Pilot, after being trained by one of his Major League Baseball idols. Ted Williams became Jones' naval pilot trainer when his career as a legendary left fielder for the Boston Red Sox was placed on hold for military service. Growing up in Corbin, Kentucky, Jones played baseball for his local Appalachian coal camp team. He quickly became a fan of Williams who earned a .344 batting average with 521 home runs over his 19-year baseball career. It was their common love of baseball and courage of conviction to serve their country that led them to the same path at the Naval Pilot Training field in Pensacola, Florida. When Williams found out Jones was from Eastern Kentucky, he nicknamed him ``Briar,'' and gave him the opportunity to play catch with him and other members of the Pensacola Naval Base baseball team.

It was Williams' expert pilot training that prepared Jones to fly F6F Hellcat fighter planes, taking off from the carrier deck of the USS Guadalcanal. Jones was honorably discharged from the Navy in 1945 without having to face combat, and returned home to play on Corbin's L&N Railroad baseball team, the ``Railroaders.'' In 1946, he was named to the Kentucky All-State Team at second base.

In addition to his passion for baseball and the U.S. Navy, he fell in love with Shirley Wallen Jones, a local healthcare professional in Corbin with whom he shared 55 years of marriage. Jones managed his family-owned furniture store, joined local civic activities, and joined the Navy Reserves. His zeal for flying led him to purchase a small Cessna 182 that he used to help transfer decommissioned Navy planes. Jones then committed to flying jets for the Navy Reserve from 1955 to 1959 and continued his military service for more than 20 years.

At the age of 82, he finally stopped flying his plane, but at the age of 103, he's still driving his car, walking on the treadmill, going to watch Cincinnati Reds ballgames with friends, and enjoying local sporting events and local restaurants.

Out of the 16.4 million Americans who served this great Nation during World War II, only about 45,000 of our heroes are left in 2025. We owe a great debt of gratitude for Paul Jones' remarkable life of service as a business operator in Corbin, a civic leader and a pilot for the U.S. Navy and Navy Reserves. His legacy demonstrates the utmost patriotism, while living the American dream to the fullest. May Paul's life be richly blessed as he celebrates 103 years well-lived.

Mr. Speaker, I rise today to honor the first female Chief Justice of Kentucky Debra Hembree Lambert, who was elected to the helm of the Supreme Court of the Commonwealth of Kentucky by her fellow Justices. Chief Justice Lambert will serve a four-year term, which began on January 6, 2025.

Chief Justice Lambert is a proud native of Bell County, a rural community in Kentucky's Appalachian Mountains and part of Kentucky's 5th Congressional District. During her investiture, she reflected on how her childhood shaped her pursuit of justice, stating, ``When you grow up so modestly, you develop a strong sense of a need for a level playing field and for everyone to be heard. Those concepts are foundational in my world view.''

Chief Justice Lambert has 17 years of experience on the Kentucky Court of Justice, having served as Circuit Judge/Family Court division for the 28th Judicial Circuit, Kentucky Court of Appeals, and Justice for Kentucky's 3rd Supreme Court District. She was also tapped to lead the first Kentucky Judicial Commission on Mental Health in 2022, working to improve the justice system for individuals with mental health issues, substance use disorders, and intellectual and developmental disabilities. In fact, she volunteers as a certified suicide prevention trainer, training others how to properly intervene to prevent suicide.

Her compassion and fortitude for justice as a Family Court Judge inspired her to create the first Drug Court for Lincoln, Pulaski and Rockcastle counties. As the founder of Operation UNITE, I worked tirelessly to ensure those successful Drug Court efforts were funded and expanded into every county in Kentucky's 5th Congressional District, which are still in existence today. In 2002, Lambert was inducted into the Stanley M. Goldstein Drug Court Hall of Fame by the National Association of Drug Court Professionals. She also volunteered at local middle schools, working 10 weeks each semester with at-risk children and families to help them avoid truancy charges.

As Chief Justice Lambert leads Kentucky's Judicial Branch of government, I am confident that she will continue to serve the Commonwealth of Kentucky with the utmost integrity and resilience, first forged in the hills of southeastern Kentucky. May God continue to bless Chief Justice Lambert and her family during her historic service as the first woman to lead our Judicial Branch.

Mr. Speaker, I rise today to pay tribute to a Kentucky icon and longtime friend, Wayne Martin from Winchester, Kentucky. Throughout his career, Wayne built a stellar legacy of excellence in broadcasting, basketball and education, developing a wide network of fans, friends and business partners across our Commonwealth.

In Kentucky, basketball royalty is a highly coveted currency at the collegiate level, something that Wayne Martin obtained at multiple institutions. As head coach of the men's basketball team at his alma mater Morehead State University (MSU) from 1978 to 1987, he led the Eagles to two NCAA tournaments. During his stent as head coach and athletic director of then-Pikeville College, his teams earned three impressive national tournament trips, bringing great pride to the Kentucky Appalachian Mountains. He also served as assistant basketball coach at Oral Roberts University in Tulsa, Oklahoma, and head basketball coach and business teacher at Pikeville Hjgh School.

After investing 20 years in education and coaching student athletes, Wayne transitioned from earning a spot on the nightly news and sports highlights to broadcasting them for Gray Television stations in Kentucky. He began his broadcast news career as General Sales Manager and General Manager of WYMT-TV in Hazard, Kentucky. As a former successful coach, Wayne always had an effective game plan, and he used it to move up the ranks quickly in the television news industry. He served as President and General Manager of WKYT-TV from 1993 to 2013, where he expanded news programming and earned Lexington's first Emmy Award for station excellence. He was also promoted as Regional Vice President of Television for Gray Television, Inc. and President of Gray Kentucky Television, Inc., operating WKYT-TV in Lexington, WYMT-TV in Hazard, WBKO-TV in Bowling Green and President of WVLT-TV in Knoxville, Tennessee.

In addition to an Emmy Award, Wayne has earned a number of accolades, including Ohio Valley Conference (OVC) Coach of the Year in 1982, OVC Hall of Fame Inductee in 2004, MSU Athletic Hall of Fame Inductee in 1995, the 2017 MSU Distinguished Alumni Award, and most recently, the MSU Founders Award for University Service in 2025.

Wayne has used his legacy on the sidelines and the power of the airwaves to give back to the Commonwealth that he so deeply cherishes. He hosted annual fundraisers for the Cardinal Hill Rehabilitation Hospital in Lexington, chaired both the United Way board of directors and the annual campaign, and served as chairman of the Children's Advocacy Center board of directors. His expert gameplans have also been sought after by the Kentucky and the Greater Lexington Chambers of Commerce, Morehead State University Board of Regents, Kentucky Broadcaster's Association, Governor's Scholars Foundation, Central Bancshares, Baptist Health, Kentucky-American Water Company, and the American Heart Association.

Wayne has mentored young entrepreneurs, student athletes and journalists who have become respected leaders in their fields and established exceptional businesses across the state. His coaching success and business expertise have been of great value to Kentuckians, building an endearing and longlasting fan base that I am honored to be a part of. I salute Wayne for investing in the lives of countless student athletes and giving Eastern Kentucky so much to be proud of.

Mr. Speaker, I rise to pay tribute to the Brother's Keepers Motorcycle Club of Kentucky. What started out as a group of firefighters whose main purpose was to strengthen their brotherhood through recreational motorcycle rides, has now grown into a club with much greater purpose.

The Brother's Keepers Motorcycle Club focuses on safety and motorcycle awareness nationwide. However, realizing the strength of their unity, these firefighting bikers have turned their fun and relaxation into fundraising and charitable work. For example, their Kentucky chapters collectively support the Shriners Hospital and Transportation, Scars Uncovered, and the Hoosier Burn Camp for Kids. The five chapters in Kentucky include Lexington, Louisville, Campbellsville, Sturgis, and Paintsville. Together, they host the Burn Run, a two-day event for charity that has resulted in more than $300,000 in funding for pediatric burn victims.

Every day, our firefighters bravely answer the call of duty to save lives and rescue homes, businesses, and community facilities from total destruction. The charitable work of this club is evidence that a true heart of service never clocks out when an emergency ends. Even in their spare time, they are serving and protecting the most innocent lives in Kentucky by raising support for young burn victims. Thanks to their fundraising efforts, more essential resources are available for families, including educational programs, healthcare initiatives, and recreational opportunities for patients who need them the most.

I salute the Brother's Keepers Motorcycle Club of Kentucky for providing a beacon of hope for families across the Commonwealth, going far beyond the call of duty to help those in need.

Mr. Speaker, I rise, today to pay tribute to Kentucky journalist Bill Estep, who is retiring from the Lexington Herald Leader after 40 years of dedicated news and investigative reporting in the Commonwealth of Kentucky.

As a resident of Somerset, Kentucky, Bill is one of my constituents, giving him personal insight into the generational challenges that we have faced in Kentucky's Appalachian region. He has written about our coal mines, our education system, historic flooding and tornado disasters, while also holding elected leaders accountable in the courtroom of public opinion, and never failing to keep facts at the core of his journalistic integrity. With the uprising of ``yellow journalism'' in the form of social media's sensational opinions and unchecked rumors, 24-hours a day, Bill has remained consistent in his news coverage, keeping his pen steady, balanced, fair and accurate.

Over the last four decades, Bill and I have sat down together to talk about every issue that impacts the people of southern and eastern Kentucky. We built a trusted relationship with the understanding that we both had an important job to do, requiring tough questions and, at times, tough answers. In 2003, Bill embarked on an investigative series called ``Prescription for Pain'' that would prove to have a monumental impact on my public service. The series exposed a rapidly growing opioid epidemic more than 20 years ago that was spreading like wildfire throughout our small communities, taking the lives of high school beauty queens and local leaders alike, while revealing local corruption and criminal drug trafficking in the depths of our mountain communities. His collective work inspired me to not only respond, but to take action. In the following weeks, I called together a group of leaders from across our region to launch a non-profit organization called Operation UNITE--Unlawful Narcotics Investigations, Treatment and Education--the Nation's first multi-pronged approach to help save lives and curb the drug crisis. In 2012, Operation UNITE took its mission to the national stage by establishing the National Rx and Illicit Drug Summit, which has grown into the largest convention of its kind with more than 3,000 annual attendees and highlighted by keynote speakers from federal agencies across the country, including four U.S. Presidents. Bill's reporting inspired a life-saving movement in Eastern Kentucky that is now impacting collaborative efforts nationwide--a feat worthy of a Pulitzer Prize and more.

In 2013, when the downturn of the coal industry was exacerbated by the Obama Administration's war on coal, we lost more than 12,000 coal mining jobs in Eastern Kentucky alone. Once again, turning to action rather than words, former Governor Steve Beshear and I co-founded a bipartisan initiative called SOAR--Shaping Our Appalachian Region--to reimagine the future of southern and eastern Kentucky. Since inception, SOAR has focused on expanding access to high performance broadband, more diversified industrial development, workforce training, innovative tourism

projects, expanded health care opportunities and much more. With the formation of SOAR, Bill Estep showed up once again with his iconic yellow notepad and a recorder to get the story right. From day one, he made sure there was an entire section in the Herald Leader featuring the work of SOAR, and he has remained committed to following our progress, our goals and our challenges.

Throughout his career, it has been clear when Bill used his opinion in an effective way, advocating for a larger spread in the urban Lexington-based statewide newspaper to help feature stories in Eastern Kentucky that the rest of the state should care about. I imagine that he didn't win every battle with his editors over the years, but I know that Bill believed in the value of southern and eastern Kentucky for the rest of the Commonwealth. He was bold to ask tough questions, patient enough to listen to the response, and determined to conduct necessary research before writing a story. Upcoming and current reporters should take notes from Bill, and proceed with unbiased questions, an open mind, and a relentless dedication to facts over opinions and click-bait.

Our rural Appalachian region has largely remained in the shadows of Kentucky's bigger cities, playing the national media's role of the impoverished, forgotten people who need a savior. Thanks to courageous journalists like Bill, we have had the opportunity to fight the stereotypes and tell the real story taking place in Eastern Kentucky, where resilient and innovative people are stepping up to shape a brighter future for the next generation through aerospace, medical science, engineering and much more. As Bill begins a new chapter of retirement to focus on his family's story and new traveling adventures, I hope it is filled with great pride in the work he has accomplished and the light of hope that he has helped shine on Eastern Kentucky.

Mr. Speaker, I rise today to recognize the heroic efforts of first responders in London and Laurel County who swiftly responded to rescue individuals after a deadly EF-4 tornado ripped through our region, leaving behind a 55-mile trail of destruction through three counties.

The violent storm took the lives of 19 individuals, 17 of whom were in Laurel County. Had it not been for the rapid response and coordination between police, fire, medical professionals, and good Samaritans, the loss of life would undoubtedly be higher. Within 24 hours, every life had been accounted for, despite the mass destruction. Heroic stories of rescues and make-shift tourniquets in the field have flooded our news sources, giving our entire Commonwealth a renewed sense of hope and confidence in those who serve and protect us here at home. Every department responded, along with support from the Kentucky National Guard and other emergency teams from across the state. Local churches and schools were opened in the early hours after the storm to give tornado survivors a safe place to shelter and recover. In the days following the storm, law enforcement officers from every department provided extra security for tornado survivors, holding ruthless looters accountable, setting up posts at disaster recovery centers and securing temporary housing locations with extra patrols.

The local first responders have gone above and beyond the call of duty throughout the rescue and recovery efforts, providing additional assistance to families in need of food, supplies, medicine and much more. It has become much more than emergency operations in London, Kentucky, this has been a mission of hope for a community that braved a harrowing disaster.

I salute every first responder and unsung hero who bravely responded to this disaster, including: London Police Department, Laurel County Sheriffs Office, London Fire Department, London Public Works, London/ Laurel County Rescue Squad, Kentucky State Police Post 11, Bush Volunteer Fire Department, Campground Volunteer Fire Department, Crossroads Volunteer Fire Department, East Bernstadt Volunteer Fire Department, Keavy Volunteer Fire Department, Laurel County Fire Department, Lily Volunteer Department, McWhorter Volunteer Department, West Knox Volunteer Fire Department, Bald Rock Volunteer Fire Department, Laurel County Road Department, Kentucky Transportation Cabinet District 11, Saint Joseph Hospital, Ambulance Inc. of Laurel County, Laurel County Schools Police, London Laurel 911 Center, Phi Air Medical Team and the AirEvac Medical Team.

The people of southern and eastern Kentucky have proven to be resilient through every storm and I have the utmost confidence that we will fully recover and rebuild once again.

Mr. Speaker, I rise today to honor the memory of Tony Sloan, a founding father of tourism and excellent marina operations on Lake Cumberland in southern Kentucky, and on Dale Hollow Lake in Tennessee.

Tony was baptized into lake life at an early age, working as a teenager in 1952 at his father's dock, Grider Hill, one of the first docks on the newly formed Lake Cumberland. After 60 years in the marina business, the Sloan family sold Grider Hill Dock in 2007, however, Tony's passion for Lake Cumberland was far from gone. While the sun set on his family-owned marina, a new dream was soon born to bring a historic plan to life for a new marina at Rowena.

Tony came to me with a vision--to bring world-class recreational facilities to Lake Cumberland. After a decade of strategic planning and investments, the U.S. Army Corps of Engineers awarded a lease site for Tony Sloan and his business partner, Tom Allen, to build a new commercial marina on Lake Cumberland, the first in over 60 years. When Marina at Rowena opened in 2017, Tony revived the storied life of Rowena, a once-bustling community located along the banks of the Cumberland River. In the early 1900's, the Steamboat Rowena transported goods and people from Nashville, Tennessee to Burnside, Kentucky, making routine stops at Rowena Landing. It is here that the Army Corps reserved a site for future recreational development in their master plan for Lake Cumberland in 1949. Thanks to Tony's vision for that site, the Marina at Rowena is the premiere modern-day landing, bringing the same hustle and bustle to the area that was seen a century before. Today, you can read the stories of Rowena and a riverside homeowner's daughter named Ena, who rowed people across the river in the 1800's, inspiring the community's name. Tony was adamant about preserving Rowena's story and bringing it back to life through photographs and a timeline, now displayed along the walls of the new marina.

You could not find anyone more passionate about lake life than Tony Sloan. He enjoyed inviting families and friends to the dock for a good fish fry and ice cream, while watching folks water ski and jump waves with tubes, cruisers and pontoons. Tony was proud to

host champion speedboats to race across our iconic waterway, showcasing the lake's natural beauty for all, far and wide. In fact, he loved life on the lake so much that he co-owned several other marinas, including Conley Bottom Resort in Wayne County for many years, and Sunset Marina and Resort on Dale Hollow Lake in Tennessee, which he took immense pride in. At every marina location, he raised the bar for exceptional management and operations, most recently earning the Army Corps' Clean Marina Award in 2022 at Rowena. In my humble opinion, one would be hard-pressed to find a better steward of Lake Cumberland than Tony Sloan--a friend to all.

While the lake was Tony's lifeblood, it paled in comparison to his adoration of his wife, Lola (Dyer) ``Bettye'' Sloan, with whom he celebrated more than 60 years of marriage. To know Tony Sloan was to love him. He was one of my closest friends and trusted advisors, a loyal supporter, and one of the best storytellers of any fisherman I have ever met. My wife Cynthia and I share our heartfelt condolences with the entire Sloan family, Tony's longtime business partner Tom Allen, and his countless lakeside friends.

Mr. Speaker, I rise today to honor DesaRae Nickell of Morehead, Kentucky who is two-time medalist in the Special Olympics after her champion-level performance in the winter games in Italy.

DesaRae recently won the prestigious gold medal in the the Super G snow skiing event and a bronze medal in the Giant Slalom.

It is nearly every competitive athlete's dream to stand at the top of an Olympic awards podium, as a champion representing the United States of America. I am incredibly proud that DesaRae Nickell is not only from Kentucky, but a mountain athlete from Kentucky's Appalachian region, who has overcome a rare genetic disorder to achieve greatness. Rather than allowing her disorder to obstruct her dreams, she has used it to empower her determination to learn new skills and to advocate for those with special needs to follow her lead. In fact, she helped initiate a proclamation designating March 29 as ``3q29 Deletion and Duplication Awareness Day'' Her courage of conviction to uplift and support others with special needs, is the mark of a true champion.

In 2023, DesaRae also earned a gold medal in the NASTAR National Champion Alpine Ski Competition, but her achievements are not limited to the ski slopes. She also previously earned a black belt in karate and was crowned the Kentucky Miss Amazing and Senior Miss Queen at a regional pageant in Indianapolis. The resiliency and fortitude that DesaRae Nickell continues to display throughout her life, should serve as an inspiration to us all.

Mr. Speaker, I rise today to honor Mr. Neville Smith of Manchester, Kentucky, who is retiring just before his 94th birthday from his stalwart law practice, where he has dedicated approximately 47 years of service in Eastern Kentucky.

Neville was born to Charles and Sallie Smith on May 1, 1931. By the time he was 24 years old, he had graduated from Law School, married his lovely bride Betty Sue Cornett, and enlisted in the U.S. Army. Shortly after completing basic training, he was recruited to the prestigious Army Intelligence Service, where he valiantly served this great Nation in the midst of the Cold War era.

In 1957, he proudly returned to his hometown of Manchester, Kentucky to raise a family and build a highly respected law practice. Over the years, he served as general counsel to some of Eastern Kentucky's largest employers, providing wise counsel to the local school board, highly productive coal companies, non-profit organizations, insurance companies, and other businesses across the Commonwealth. His expertise and advice have been highly coveted by leaders across Kentucky, including Kentucky Senate President Robert Stivers, a fellow Clay County native who considers Neville to be among his most admired mentors.

Outside of his legal practice, Neville has been a long-time champion of the conservative principles of the Republican Party, serving as chairman of his county party for more than 20 years and encouraging others to stand firm on their values. I personally appreciate Neville for being one of my earliest supporters and shaming his savvy political acumen about Kentucky's Appalachian region. Neville has also been a faithful member of the First Baptist Church of Manchester, where he and his late wife Betty raised their family.

Although Neville was born as part of the ``Silent Generation,'' defined by their focus on securing stability and immense hard work, his lifetime of success has spoken volumes in southeastern Kentucky. Neville's incredible life of service to his beloved country, his family and his community serve as a true inspiration to us all.
