Madam Speaker, it's my honor to recognize Tony Anderson for receiving the 2018 Distinguished Service Award from the Traverse City Area Chamber of Commerce. Through his exceptional leadership and steadfast devotion to his community, Tony has become an indispensable part of Northern Michigan.

Since 1929, the Distinguished Service Award has been given to leaders who have had a tremendously positive impact on the Traverse City area. Through his decades of service to his community, Tony has shown himself to be more than deserving of this honor. Through his Marathon4Kids organization, Tony has completed 43 marathons in 43 states and raised more than $400,000 for Big Brothers Big Sisters of Northwest Michigan. This year, he plans on running in Mississippi, Idaho, Kansas, and New Mexico as a part of his mission to complete marathons in all 50 states and the District of Columbia.

Tony's determination has been previously recognized on multiple occasions, including being named ``Volunteer of the Year'' at the 2012 Michigan Governor's Service Awards. In addition to his work with Marathon4Kids, Tony has served as a volunteer firefighter, an emergency medical technician, and as a key member of the Traverse City Area Chamber of Commerce. Additionally, he is the former president of the Freedom Builders--a faith-based organization that provides housing assistance to the local community. The impact of his work in Traverse City and across Michigan cannot be understated.

Madam Speaker, it's my honor to congratulate Tony Anderson for receiving the 2018 Distinguished Service Award. Michiganders can take great pride in knowing the First District is home to such a selfless leader. On behalf of my constituents, I wish Tony all the best in his future endeavors.

Madam Speaker, I thank Mr. Smith for yielding, and I

truly thank him for being the spearhead. Somebody has to take the lead, and he has taken the lead magnificently to call attention continually to such, not only an important topic, an essential topic that we as Americans have to deal with.

There is a book by author Simon Sinek that says, ``Start With Why''. Whys happen to us every day. The simple thing to start with is, Why are we here? Make no mistake: it is nobody's plan that we are here, with the exception of God's plan that we are here; no one else.

In January 1973, Roe v. Wade was decided by the Supreme Court, as you all know, and in the 46 years since, far too many unborn lives have been taken that could not fight or speak for themselves. It is our duty, our solemn duty, as elected officials and as citizens of the United States, to fight for the unborn so that we all have a chance at life, liberty, and the pursuit of happiness.

Every year, people from all over our Nation come together in D.C. to recognize the sanctity of life and to acknowledge that every life in every stage is precious. Many of those people are on the road right now as we are here, driving here, flying here from all over the country.

We are going to have a lot of folks from northern Michigan coming here. I am looking forward to seeing them and greeting them tomorrow morning as they prepare for the March for Life tomorrow afternoon.

The commitment that they have shown, again, citizens from all over the country, bringing their children, bringing all generations here to march for life, that is a commitment.

As a father and a grandfather, I am proud to be a member of the Pro- Life Caucus and I am proud to fight alongside my colleagues to be the voice for those who have no voice.

Madam Speaker, again, I thank Chairman Smith for his diligent work and leadership for the cause for life. I look forward to all of the work ahead of us fighting to defend all life.

I am especially thankful that the mothers of all my colleagues here in the House of Representatives in the 116th Congress, all 434 of them, my mom makes 435, I am so glad that they all chose life, because that decision decades ago has enabled us as elected representatives of the American people to truly discuss what it means, the sanctity of life, what God's plan is, and what our role is as elected officials ensuring that God's plan for future generations yields the young men and women who will someday take our places and thank us.

God bless us all.

Madam Speaker, I rise today in support of President Trump's request for border wall funding.

Yes, we are a nation of immigrants. I know firsthand. My grandparents emigrated from Sweden to the Upper Peninsula to start a new life in the 1890s, but Congress has a constitutional duty to provide for the safety and security of our citizens. Right now, our immigration system is broken, making illegal entry into the U.S. a common occurrence rather than a random act.

President Trump is right to call this a crisis. It is a crisis of our own making, and it is time for Congress to do our job.

We are on day 25 of the longest and most avoidable government shutdown in U.S. history. Those most vital to protecting our borders, coasts, and ports have now missed at least one paycheck, with little to no progress being made in Washington.

It is time to end this shutdown, secure our borders, and get our government open and working for the people. Madam Speaker, I urge my colleagues to join me in supporting efforts to build a wall.

Mr. Speaker, I thank Chairman Roe and Chairman Isakson for their leadership throughout the 115th Congress in a bipartisan, bicameral way for putting together one last package of veterans priority bills.

To be able to sponsor any bill is a privilege, but to be able to sponsor a veteran-related bill is both an honor and a privilege.

I want to talk just very quickly about a couple of bills that I was proud to sponsor. The VA Purchase Card Misuse Mitigation Act: The VA has been able to use purchase cards for up to $10,000 using government cards. This act basically allows them to continue to do that, but also allows the Secretary of the VA to revoke purchase card approval authority from any employee who is found to be misusing that card.

As chairman of the Oversight and Investigations Subcommittee, transparency and accountability have been my priorities, and this bill will keep bad actors in check while making the VA more efficient.

The second bill I was proud to sponsor is the Medical-Surgical Purchasing Stabilization Act. In pure and simple terms, going to a prime vendor program in med-surge purchasing was a good idea to control costs and increase patient outcomes. However, we need to ensure that the providers, the doctors and the nurses who are actually using those instruments in surgery or in the clinic, have a say in what is being purchased, because the goal is to provide outcomes for the veteran, and those healthcare providers know which instruments are the best to use.

Lastly, the Veterans' Electronic Health Record Modernization Act, which we have already talked about here, this is key to providing seamless care from the veterans beginning of their service to the end of their service. This is overdue, and it needs to be monitored, it needs to be assessed so that we, as the committee, in a bipartisan way can make it happen.

Mr. Speaker, in closing, I am extremely proud of the bipartisan work

and I am looking forward to the 116th Congress.

Mr. Speaker, it is an honor and truly a God-given pleasure to be here tonight to speak on the 77th anniversary of National Bible Week.

When you are among colleagues like we are here, 435 of us in the House of Representatives, I feel as though I am among 434 other friends and colleagues who celebrate like we do.

When I was 12 years old and was entering confirmation, my parents presented me with my first Bible. I still have it. It is white, it had a zipper. One of the most important memories I have that I can see every day when I open it up is the original signature of both my parents, who have since passed on, as they presented it to their son who was entering confirmation.

The first thing I did, in the middle of the Bible there was a section where you could put in your family tree, because they wanted to do that, so I wrote in my own 12-year-old handwriting at that point the family tree. And, again, it is still in the Bible, so I get a chance not only to review the Word of God, but also remembering how that affected my family as they had persevered through the Great Depression and World War II.

But when we think about what our parents and grandparents did, and our founders did to create the country that we live in today, it is important to remember that they did that. And we are blessed, so blessed, that we live in a country where we can study the Word of God and gather and worship freely without the threat of persecution.

In a time where it seems that there is no ultimate truth, we can take comfort in knowing that the truth of the Bible is unchanging and eternal. These truths do not discriminate. They are for everyone everywhere, and today is a great example of this.

Today we have Members of Congress from different regions and walks of life all coming together to celebrate the Bible as the very foundation upon which our Nation was built. This is something we must not just say, but we should live out.

Micah 6:8 says: ``And what does the Lord require of you, but to act justly and to love mercy and to walk humbly with your God.''

I pray that this is a scripture that I honor not only as a Member of Congress, but in every day of my life.

The Bible has made an indelible mark on our Nation's history. From our founding to this very day, the Bible has helped guide, instruct, and inform those who have served in this great body.

John Adams may have said it best when he said: ``The Bible contains the

most profound philosophy, the most perfect morality, and the most refined policy that ever was conceived upon Earth.''

As families in the First District of Michigan and all throughout the country gather together for the holidays, let's give thanks for our loved ones, the freedoms we have in the United States of America, and the truths of the Bible upon which our Nation was founded.

And in the finest traditions of the Lutheran religion, at this point I would just like to thank the Speaker for the time and pass the peace.

Mr. Speaker, on this, the 243rd birthday of the United States Marine Corps, it is my honor to recognize the life and service of William Kelly Joyce. As a decorated Veteran of the Korean War and a valued member of his community, William is an indispensable part of Michigan's First District.

The Continental Marines were formed by decree of the Second Continental Congress on November 10, 1775. Since the Revolutionary War, Marines served with the American Expeditionary Force on the Western Front of WWI, island hopped in the Pacific, landed on the beaches of North Korea, fought to protect the Republic of Vietnam, and defended Americans from the threat of global terrorism.

While serving as a Platoon Commander during the Korean War, Second Lieutenant Joyce earned the Silver Star for acts of gallantry and intrepidity. When his squad came under intense enemy artillery and mortar barrage while preparing to relieve a forward outpost, he quickly called down supporting arms, combined forces with the unit he was relieving, and established a perimeter of defense on the reverse slope. Despite an immense number of determined enemy troops assaulting the perimeter, Joyce's leadership allowed his unit to successfully drive back the attackers. Even while seriously wounded, he refused medical aid until all other wounded had been attended. His aggressive fighting spirit, courageous leadership, and unwavering devotion to duty inspired all who saw him and exemplified the spirit of the U.S. Marine Corps.

We owe William and his brothers in arms an enormous debt of gratitude. The celebration of the Marine Corps Birthday and Veterans Day weekend gave those in Michigan's First District an opportunity to show their thanks for the sacrifices demanded of William and all of our servicemen and women. He has served our nation willingly, honorably, and without bias.

Mr. Speaker, it's my honor today to acknowledge the extraordinary life of William Kelly Joyce. I ask that you join with me and the people of Michigan's First District in thanking him for his unwavering commitment to our nation and its people.

Mr. Speaker, on this Veterans Day weekend, it is my honor to recognize the life of John Snyder. As a proud Veteran of the Second World War and an upstanding member of his community, John is an indispensable part of Michigan's First District.

John served in the U.S. Navy as a pilot from 1940 until 1945--from before the attack on Pearl Harbor to when we reached the shores of Japan. He served as a flight instructor and flight leader, never losing a pilot under his command. During the Island-Hopping campaign, John flew throughout the South Pacific on his Grumman F6F Hellcat fighter and shot down several enemy aircraft over the course of the war. As an officer with several decorations, John is proud of his military service and enjoys sharing his experience with others.

For the United States, World War II was a turning point. As citizens, we found strength in a common purpose, found the ties that bind us together, and displayed the impenetrable force of American democracy. Over 400,000 American lives were lost--lives given in the defense of freedom. We owe John and his brothers in arms an enormous debt of gratitude. Veterans Day weekend gave those in Michigan's First District an opportunity to show their thanks for the sacrifices demanded of John and all of our servicemen and women. He has served our nation willingly, honorably, and without bias. John was recognized on Veterans Day, November 11th, at American Legion Post 114 in Greenwood, Michigan.

Mr. Speaker, it's my honor today to acknowledge the extraordinary life of John Snyder. I ask that you join with me and the people of Michigan's First District in thanking him for his unwavering commitment to our nation and its people.

Mr. Speaker, it's my honor to recognize the Upper Peninsula Land Conservancy for receiving Land Trust Accreditation. Through its dedication to wildlife habitat, outdoor recreation, and its local community, the U.P. Land Conservancy has become an indispensable part of Michigan's First District.

Locally focused land conservation undertaken by community-based land trusts has become increasingly important across the country. Accreditation by the independent Land Trust Accreditation Commission is given to those organizations that have proven to be trusted, strong, and effective in their land conservation efforts. Through its tremendous work in Michigan, the Upper Peninsula Land Conservancy has shown that it is more than deserving of this seal. First started in 1999, the organization currently protects more than 6,600 acres of forest and wetlands across the Upper Peninsula. Its work to protect wildlife habitats, water quality, working farms and ranches, and healthy communities has been invaluable for the people of Michigan's First District. Our region is home to some of the most pristine natural landscapes in the country, and I'm grateful for the U.P. Land Conservancy's efforts to ensure that future generations can enjoy the same natural beauty we so deeply treasure.

Mr. Speaker, it's my honor to congratulate the Upper Peninsula Land Conservancy for receiving Land Trust Accreditation. Michiganders can take immense pride in knowing that the First District is home to such a trusted organization working to promote land conservation. On behalf of my constituents, I wish the U.P. Land Conservancy all the best in its future endeavors.

Mr. Speaker, it's my honor to recognize the Pickford Community Library for winning the 2018 Scholastic Summer Reading Challenge. Through its trusted service and dedication to its local community, the Pickford Library has become an indispensable part of the Upper Peninsula of Michigan.

The Scholastic Summer Reading Challenge is a free online reading program designed to help students turn the ``summer slide'' learning loss over the summer months into a ``summer leap'' by encouraging reading for fun. Schools, libraries, and local communities across the country participate in this 18-week challenge. Working with Pickford Public Schools, home school students, and readers throughout the eastern U.P., the Pickford Community Library helped a total of 152 local students read 338,057 minutes--making it the top library in the country. This success was thanks in part to the support of the local community, which helped the library operate its ``piggyback rewards program'' to incentivize reading and reward students for their efforts. Its dedication to this challenge and efforts to encourage summer reading are just the most recent examples of the Pickford Library's unwavering commitment to the growth and enrichment of the residents of the U.P. In total, the Summer Reading Challenge helped encourage more than 135 million minutes of reading by American students.

Mr. Speaker, it's my honor to congratulate the Pickford Community Library, its staff, and its readers for winning the Scholastic Summer Reading Challenge. Day after day, they continue to set a positive example of what can be achieved when the people of a community work together for the common good. On behalf of my constituents, I wish the Pickford Library all the best in its future endeavors.

Mr. Speaker, it's my privilege today to honor the life of a dedicated community leader and loving husband, James Farrington, who passed away at the age of 51 after decades of service to Northern Michigan. Through his extreme courage and selflessness, James became an indispensable part of Michigan's First District.

A native of Lansing, James dedicated his life to fellow Michiganders. After beginning his career with the Lansing Board of Water and Light, James spent 10 years as a journeyman lineworker at Traverse City Light and Power prior to joining Consumers Energy. He was well-known for his expertise, willingness to mentor others, and love for his work. It takes years of study and experience to be a journeyman lineworker, and the tremendous physical stamina and knowledge necessary to do this vital work demands respect and appreciation from our community. James braved hazardous conditions and unforgiving weather to ensure that members of his community had access to reliable electricity--a matter of life and death for many in Northern Michigan. As we look for solace after this tragedy, I want to express my heartfelt condolences to his family and friends. James' tireless devotion to the public good has touched the lives of countless Michiganders, and the impact of his work cannot be overstated.

Mr. Speaker, James Farrington's family and community can take pride in knowing that Northern Michigan is a better place thanks to his life's work. On behalf of Michigan's First Congressional District, I ask you to join me in honoring the life of an outstanding community leader whose contributions will continue to bless Michiganders for many years to come.

Mr. Speaker, it's my honor to recognize the city of Bessemer for receiving certification under the Redevelopment Ready Communities (RRC) program. Through more than 130 years of community investment and success, Bessemer has become an indispensable part of the Upper Peninsula and the State of Michigan.

The Redevelopment Ready Communities program was first launched to assist Detroit suburbs in need of redevelopment by offering technical assistance, promoting best practices, and recognizing when improvements to local governance have been made. After seeing the success of the program, the initiative was expanded statewide by the Michigan Economic Development Corporation (MEDC). This certification is a formal recognition that the city of Bessemer has gone above and beyond what is required of them in order to improve its operations and be more competitive in today's economy.

Since its founding in 1887, Bessemer has played a vital role in forming the rich history of the Upper Peninsula of Michigan. From its roots in the iron industry, the city has transformed into a strong community, a premier destination for lovers of the outdoors, and the home of one of the best Fourth of July celebrations in the state--an event that culminates in the famous ``Thunder on the Mountain'' fireworks show. Through the city government's capital improvement plan, zoning amendments, innovative marketing strategy, and emphasis on public participation, Bessemer has shown that it is dedicated to improving its community and promoting the livelihoods of its citizens and small businesses. By being certified as a Redevelopment Ready Community, the city of Bessemer has shown that it is prepared to continue and expand upon this success. This accomplishment will be recognized by the MEDC on October 9 at Bessemer City Hall Auditorium.

Mr. Speaker, day after day, the city of Bessemer continues to set a positive example of what can be achieved when the people of a community work together for the common good. It's my honor to congratulate them for receiving RRC certification. On behalf of my constituents, I wish Bessemer all the best as it ventures into the future.

Mr. Speaker, it's my honor to congratulate Blake Keith Huff and Benjamin M. Hawkins for receiving the Carnegie Medal in recognition of their act of extraordinary heroism. Through their actions, Blake and Benjamin have shown themselves to be selfless, courageous, and indispensable parts of Michigan's First District.

The Carnegie Medal was established in 1904 by the industrialist and philanthropist Andrew Carnegie. It is given to recognize those who perform extraordinary acts of heroism in civilian life, and to provide financial assistance for those disabled and the dependents of those killed saving or attempting to save others. Since 1904, more than 10,000 awardees have been honored, with more than $40 million given in grants, scholarships, death benefits, and other assistance. There is no doubt that Benjamin and Blake are deserving of this honor.

Mary Jo Tester, 50 and a paraplegic, was in her home's living room when fire broke out and began to spread in that room. Tester called for help. Huff, a 23-year-old police sergeant, and Hawkins, a 35-year-old deputy sheriff, both of Kalkaska, responded to the home after learning of the fire. Seeing flames through the living room window and black smoke issuing from the eaves, Huff and Hawkins entered the home. Huff crawled on his belly about 15 feet across the living room toward Tester, who was on the floor with flames nearby. Along the way he moved a recliner, which was on fire, from his path. Hawkins crawled inside behind Huff.

Reaching Tester on the far side of the room amid nearby flames, Huff grasped Tester by the ankles and crawled backward, dragging her. Hawkins grasped Huff's pant leg and pulled and guided Huff, Tester in tow, to the door. Huff and Hawkins lifted Tester and carried her from the home. While Mary Jo tragically died of smoke inhalation five days later, the heroic actions of Benjamin and Blake serve as an inspiration for those in Michigan's First District. Their courage and devotion to public duty have touched the lives of countless community members, and the impact of their heroism cannot be overstated.

Mr. Speaker, it's my honor to recognize Blake and Benjamin for their exceptional heroism and congratulate them for receiving the Carnegie Medal. Michiganders can take great pride in knowing the First District is home to such selfless and courageous individuals. On behalf of my constituents, I wish Benjamin and Blake all the best in their future endeavors.

Mr. Speaker, it's my honor to acknowledge the extraordinary life and service of Richard ``Dick'' Moehl.

Through his lifetime of exceptional leadership and steadfast devotion, Dick became an indispensable part of Michigan's First District. His legacy to the people of Michigan will not soon be forgotten.

Dick was born on November 9, 1931, to parents Ora Waller and June (Andrews) Moehl. He graduated from University High School in 1950 and enlisted in the United States Air Force in 1951. Before shipping off overseas, Dick married his high school sweetheart Margaret in 1953. Following his service, Dick graduated from the University of Michigan School of Business Administration and went on to work at the Beacon Investment Company for more than 32 years. In 1983, Dick helped found the Great Lakes Lighthouse Keepers Association (GLLKA), one of the first such organizations in the country. Two years later, he was elected as its president. In what has become known as the ``Miracle of the Straits,'' the GLLKA under Dick's leadership launched an initiative to restore the St. Helena Island Light Station--a then-dilapidated lighthouse built in 1873 on the west side of the Straits of Mackinac.

Dick was critical in raising funding and support for the GLLKA's work on St. Helena. This included soliciting grants and organizing volunteers, including many from Michigan Boy Scout and Girl Scout Troops, with dozens of Eagle Scouts and Gold Award Recipients leading Service Projects on the island. BSA Troop 4 of Ann Arbor has received numerous awards for its dedication to the project, including the ``Keep Michigan Beautiful Award'' in 1990. In 1991 the Troop was awarded the ``Take Pride in America'' award, Midwest Living's ``Hometown Pride Award'', and President H. W. Bush's 630th ``Daily Point of Life'' Award. The invaluable work done by these volunteers would have been unobtainable if not for the leadership and dedication given to this project by Dick Moehl.

Dick retired as President of the GLLKA in 2012, after successfully saving the St. Helena from ruin and ensuring that the structure will be given the care it needs for years to come. Outside of his work in the Straits, Dick played a key role in the creation of the National Historic Lighthouse Preservation Act of 2000 by testifying before Congress and the Michigan Legislature. He also spearheaded the effort to retire the USCGC Icebreaker Mackinaw WAGB-83--the ``Queen of the Great Lakes''--in Mackinaw City, helping to create the Icebreaker Mackinaw Maritime Museum. Dick was honored as the George Romney Volunteer of the Year in 2000 by Governor John Engler, and in 2005 became an Honorary Alumnus of Central Michigan University. Other honors include the Lifetime Achievement Award from Emmet County as well as the Ross Holland and Lifetime Achievement awards from the American Lighthouse Council.

While Dick passed away in December of 2015, his leadership and devotion remain a shining light for those who have followed after. Thanks to his work, future generations of Michiganders will be able to enjoy the waterways and rich history of our beautiful state. A commemoration ceremony will be held for Dick on August 25th by the ``Friends of Dick Moehl Society'' aboard the Mackinaw, where a special recognition marker for him will be unveiled.

Mr. Speaker, the impact of Dick Moehl's extraordinary life cannot be overstated. His friends and family can take pride in knowing that the state of Michigan is a better place thanks to his life's work. On behalf of Michigan's First Congressional District, I ask you to join me in recognizing an outstanding community leader whose contributions will continue to bless Michiganders for many years to come.

Mr. Speaker, it is my honor to recognize the dedication of the Beaver Island Water Trail on northern Lake Michigan. Thanks to the tireless efforts of countless community leaders, businesses, and local organizations, this trail has become an indispensable part of Northern Michigan.

The 42-mile paddling trail around the largest island in Lake Michigan is designed for experienced paddlers and outdoorsmen looking for an exciting excursion. As they make their way along the trail, paddlers can enjoy beautiful beaches and wetlands, lighthouses, shipwrecks, and some of the best night skies that Michigan has to offer. And Beaver Island's unique history and warm community make it an ideal destination for outdoors enthusiasts everywhere.

Northern Michigan is home to some of our nation's most cherished natural resources and landscapes, and trails like Beaver Island's help support healthy lifestyles, local economies, and an appreciation for our beautiful state. I look forward to getting to experience the trail with my kids and grandkids, and I am excited to spread the word on all that the island has to offer. A dedication ceremony for the trail was held on September 1st at the Beaver Island Community Center.

Mr. Speaker, I would like to thank the Preservation Association of Beaver Island, the Land Access Information Association, the state of Michigan, and all others who helped pitch in to make the Beaver Island Water Trail a reality. Michiganders can take immense pride in knowing that the First District is home to such an important institution of recreational, historical, and environmental significance. On behalf of my constituents, I wish it all the best.

Mr. Speaker, it's my honor to recognize Charles Hawes for being named the 2018 U.P. Veteran of the Year. Through his dedicated service, exceptional leadership, and steadfast devotion to his community, Charles has become an indispensable part of the Upper Peninsula of Michigan.

The U.P. Veteran of the Year is chosen annually by a selection committee consisting of past commanders of various service organizations throughout the peninsula. It is given to recognize Yooper Veterans who go above and beyond in their service to their local communities and fellow Veterans. None are more deserving of this honor than Charles Hawes. During his military career, Charles served as an E- 5 Second Class Petty Officer in the United States Navy, where he was decorated with the National Defense Service Medal, Vietnam Service Medal with Fleet Marine Force Combat Operations Insignia, and Republic of Vietnam Campaign Medal with Device. His devotion to the people of his country and community has not wavered since he returned from military service.

It is impossible to fully list all the ways in which Charles works to better the lives of U.P. Veterans. He currently serves as the chaplain for VFW District 14 and junior vice commander of VFW Post 6 in Marquette, having served as its commander previously. He volunteers at American Legion Post 44 by organizing bingo at the Marquette County Fair and participating in Memorial Day and Flag Day ceremonies. At the D.J. Jacobetti Home for Veterans in Marquette, Charles assists at numerous Veterans' breakfasts throughout the year and works with the Vietnam Veterans of America, Chapter 380, with its annual dinner dance and picnic for Jacobetti residents. He serves as a mentor at DAV Chapter 22, where he is an essential volunteer at its annual membership drive and a top fundraiser for its Forget-Me-Not Program. He is also a founding member of the Marquette County Veterans Alliance. Charles has devoted decades to the people of Michigan, and his tireless efforts have directly improved the lives of thousands of U.P. Veterans.

Outside of his work with Veterans organizations, Charles is an active volunteer with the Society of St. Vincent de Paul in Marquette and is the former Assistant Scout Master for BSA Troop 302. His contributions to his community were also previously recognized when he was named the 2017 Marquette County Veteran of the Year. As a servicemember, a Veteran, a volunteer, a father, and a Yooper, Charles consistently puts the needs of others before his own. He was honored as the 2018 Upper Peninsula Veteran of the Year at a ceremony during the U.P. State Fair in Escanaba on August 16th.

Mr. Speaker, it's my honor to congratulate Charles Hawes for his decades of service to fellow Michigan Veterans and for being named the 2018 Upper Peninsula Veteran of the Year. Michiganders can take great pride in knowing the First District is home to such a selfless and devoted individual. On behalf of my constituents, I wish Charles all the best in his future endeavors.
