Mr. Speaker, I rise today to recognize the VFW Veterans Village in Fort McCoy, Florida, as it celebrates its 35th anniversary.

The VFW Department of Florida opened the Village on October 13, 1991, on 42 acres shaded by mature oaks and palms. Like those oaks, the Village has put down deep roots in Fort McCoy.

The Village was built on a simple principle: provide affordable, independent living for the Veterans who defended our country and the families who stood behind them. Honorably discharged Veterans, their spouses, widows of Veterans, and those who qualify for the VFW Auxiliary are all welcome. The Village opened with 34 rooms, and demand filled them quickly. In March 2006, the Department completed a 19-room addition to serve even more Veterans.

The VFW Department of Florida owns and operates the Village without a single government subsidy at any level. Rent covers about 75 percent of day-to-day operating costs, and donations and fundraisers make up the rest. By the Department's account, the Village is the only facility of its kind anywhere in the world run this way. Our Veterans saw a need, and they met it themselves.

In 2016, the Department added a covered pavilion that has become a gathering place for the Fort McCoy community. The pavilion and grounds have hosted Easter Sunrise Service, the Veterans National Honor Society Pow Wow, the Armed Forces Weekend Patriotic Concert in the Forest, Bluegrass Fest, Veterans Day programs, Christmas in Fort McCoy, and many other events. Residents live on their own terms, surrounded by neighbors who understand what service means.

I am grateful to work alongside the VFW Department of Florida, both in Washington and back home in North Central Florida. Its leaders are steady advocates who make sure our Veterans' priorities are heard in Congress. The Veterans Village puts that same commitment into practice every day.

Mr. Speaker, please join me in congratulating the VFW Department of Florida and the residents of the VFW Veterans Village on this milestone. I thank the Veterans and families who call the Village home for everything they have given our Republic, and happy 35th anniversary.

Mr. Speaker, I rise today to honor the life of Steve Forrest, longtime owner of Bagelicious Deli and Bakery in Ocala, Florida, who passed away on July 26.

Steve was Ocala through and through. Steve graduated from Forest High School and attended the College of Central Florida. No matter where his career took him, Ocala was home.

In 2002, Steve found himself out of work and waiting tables. He heard that a small bagel shop on Southwest 27th Avenue was for sale. He did not have much money, but he took what he had and bought it. He made a bet that paid off for more than two decades.

Every weekday, Steve was in the kitchen at 3:15 in the morning making bagels by hand. The soups, sides, and bagels were all made from scratch. And when customers walked through the door, Steve knew many of them by name and even remembered their usual orders. He once said there was nothing better than looking into his dining room and seeing someone smile while eating a sandwich he had made. That was Steve's measure of success.

When COVID shut down his dining room and cut his revenue in half, Steve adapted. He switched to curbside service and fought to keep every one of his employees working. Bagelicious became more than a restaurant. It became a gathering place. Steve treated customers like family, mentored his employees, supported our local service members, and gave his time to causes throughout Marion County.

Steve's wife, children, parents, and the entire Bagelicious family are in my prayers.

Ocala lost a good man. But Steve's legacy lives on in the community he served and the countless lives he touched. May he rest in peace.

Mr. Speaker, I rise today to honor the life of Alfonso ``Alfy'' Fanjul, Jr., a Florida agricultural leader who passed away on August 3 at the age of 89.

Alfy was born in Havana, Cuba in 1937. His family had spent generations building a bustling sugar business. Then came Castro's communist revolution. In 1959, the Castro regime seized then land, mills, homes, and businesses.

At 23, Alfy fled Cuba and came to the United States. Here, he helped rebuild what communism had taken away. He and his family built what became Florida Crystals in western Palm Beach County, a pillar of Florida agriculture. After his father's death in 1980, Alfy became chairman and CEO of the family companies, leading them for more than four decades.

He understood something every farmer in my district knows. Agriculture is more than a business. It is a responsibility to the people who work the land and the communities that depend on it. Alfy was the living embodiment of that responsibility. He said his first obligation was to his employees, then his community, and then his shareholders. He was also a man of deep Catholic faith and a generous philanthropist, supporting charitable and educational institutions across Florida.

Alfy often said that in America, anyone could succeed ``if you work hard and play by the rules.'' His life proved it. He lost nearly everything to a communist dictatorship, started again in Florida, and built a legacy through faith, family, hard work, and freedom.

Alfy is survived by his wife Raysa, his daughters Crista and Lillian, his stepdaughter Raissa, four siblings, five grandchildren, and seven great-grandchildren.

The Fanjul family are in my prayers. May Alfy rest in peace.

Mr. Speaker, today, I rise in strong support for H.R. 139, the Sunshine Protection Act, introduced by my friend and fellow Floridian, Congressman Vern Buchanan.

This is one of those issues that has been highlighted here today that brings us together as Americans, regardless of party, no matter where you are. Everyone always asks the same question every year because we are all equally annoyed: Why in the heck are we still changing our clocks?

For decades, we have accepted this ritual of springing forward and falling back, even though it disrupts routines, throws off our sleep, and creates unnecessary frustration for families across the country.

I will say, Mr. Speaker, it was always a nuisance, but as a new mom with an infant child getting the baby on a sleep schedule--and all the moms and dads of infants know what I am talking about. You get your schedule going, and then you have to spring forward or fall back, and then you start cussing the dang time changes.

This is personal at this point. It is time we stop changing the clocks and we start using some common sense.

Mr. Speaker, there are lots of Floridians here in the Chamber supporting this bill because, as Floridians--we are The Sunshine State--we value sunshine.

It is critical that we do this because we all know very closely and firsthand that our communities thrive when our families have more daylight after work and after school. That extra hour means more Little League games, more evenings at local parks, more dinners at outdoor patios and restaurants, more customers walking through the doors of all of our mom-and-pop businesses, and more time for families to simply enjoy being together.

Again, as a Floridian, it is hot in the middle of the day in the summer. It gets nice in Florida in the afternoons and evenings. It would be nice for us to enjoy a little bit more time. I know I am making this about Florida, but I am just being honest: #MakeAmericaFlorida.

For a State like Florida that welcomes millions of visitors every single year, more daylight in the evening means more opportunities. This legislation does exactly what Americans have been asking Congress to do not just for years but decades: End outdated practices of changing our clocks twice a year by making daylight saving time permanent.

It also respects the choices of States that have already opted out of daylight saving time under current law. Let's be honest. There are very few things that everyone agrees on these days, but whether you are a parent, like me, trying to get your kids to sleep or get your kids out the door for school, or you are a small business owner, a farmer, a first responder, or someone who just wants one less thing to worry about, changing the clocks twice a year is a hassle that most Americans are ready to leave behind.

We all have heard the studies here in the debate today about the real benefits to ending these biannual clock changes. The research has suggested that eliminating the time changes improves public safety. As the wife of a first responder, I very much appreciate that. It reduces disruptions to sleep and could even provide energy savings.

This bill doesn't create any new Federal bureaucracies. It doesn't grow the size of government, and it doesn't impose costly new regulations. Instead, it simplifies life. It will be one less thing for the American people to worry about.

Sometimes the best thing in Congress that we can do is remove unnecessary burdens that no longer serve its purposes. That is exactly what we are doing here today.

Mr. Speaker, this is a practical, bipartisan solution whose time, pun intended, has come. Let's stop asking Americans to reset their clocks every March and November. Let's provide some certainty and consistency and a little more sunshine at the end of the day.

Mr. Speaker, I urge all of my colleagues to support H.R. 139, the Sunshine Protection Act. I thank my friend and colleague, Congressman Vern Buchanan, for his efforts in advancing this and making this a real change that every American can get behind.

Mr. Speaker, I rise today to recognize and congratulate Frank DeLuca of Marion County, Florida, on his induction into the Florida Automobile Dealers Association Hall of Fame.

In 1978, Frank opened the doors of DeLuca Toyota in Ocala. For the next forty-six years, he built an institution that has served generations across Florida's 3rd District. Families bought their first car from Frank, and employees built their careers under his leadership. That kind of legacy is the product of a man who showed up every day and did right by the community he served.

Throughout his career, Frank received the Toyota President's Award five times and earned the J.D. Power Certified Retailer Award, a testament to the standard of excellence he upheld. His impact, however, extends far beyond his professional success. He is a man of community, always showing up for his neighbors, supporting local charities, and investing in the people and organizations that made his success possible.

Widely recognized for his philanthropy, Frank contributed more than $17 million to education, health care, and community organizations. Through the DeLuca Family Foundation, he and his wife, Angela, have supported numerous local initiatives, including a $4 million gift to AdventHealth Ocala in 2025 to expand maternal and infant care services.

On May 7th, the Florida Automobile Dealers Association formally recognized Frank's lasting impact by inducting him into its Hall of Fame alongside the leaders who have helped build an industry that generates more than one hundred billion dollars to Florida's economy and supports hundreds of thousands of jobs across our state.

Mr. Speaker, on behalf of Florida's 3rd Congressional District, I want to congratulate Frank DeLuca on this well-earned honor. His leadership and contributions to the community have made a meaningful impact on Marion County, and his legacy will last for generations to come.

Mr. Speaker, I rise today to recognize an extraordinary group of young women from Florida's 3rd Congressional District, the Trenton Tigers softball team, on capturing their third consecutive FHSAA Rural State Championship.

This championship wasn't handed to them. It was earned through countless early mornings, late night practices, discipline, and a commitment to one another that defines what being a champion is all about.

The Trenton Tigers softball team has represented their school and Florida's 3rd District with grit, resilience, and determination. Through relentless work, unwavering discipline, and an unbreakable bond as teammates, they have shown that the heart of a champion isn't measured by the size of a school or a town, but by the determination to outwork and dominate every challenge placed before them.

I also want to give special recognition to Addison Allaire, who was recently named 2026 Florida Gatorade Player of the Year. This prestigious honor reflects her leadership, work ethic, and commitment to excellence in the classroom and on the field. Addison's accomplishments embody the very best of Florida student-athletes, and this recognition is well deserved.

Mr. Speaker, on behalf of Florida's 3rd Congressional District, I want to congratulate Addison and the Trenton Tigers softball team on another outstanding season. She has inspired young female athletes across our district by showing what hard work and heart can build. Go Tigers.

Mr. Speaker, I rise today to recognize an extraordinary leader from our Gainesville Community, Joe Cirulli, on his induction into the Health and Fitness Association Hall of Fame.

For decades, Joe has been a pioneer in the health and fitness industry, demonstrating that true leadership extends far beyond the walls of a gym. As the founder of Gainesville Health & Fitness, he has built more than a successful business. He has cultivated a culture that inspires people to live healthier, stronger, and more connected lives.

Joe's expertise, vision, and servant leadership have transformed the way countless individuals think about health and wellness. His commitment to investing in people, strengthening communities, and leading by example has left a lasting impact on Gainesville and the Nation.

This well-deserved honor recognizes a lifetime of innovation, dedication, and service. Joe has shown that when you lead with purpose and put people first, you can influence lives for generations.

Congratulations to Joe on this remarkable achievement. Florida's 3rd District is proud to call him one of our own, and we thank him for his continued commitment to making our communities healthier and stronger.

Mr. Speaker, I thank my colleague from the great State of Utah, the very esteemed and important vice chair, the most important title for hosting this Special Order, marking an incredible and important anniversary.

Mr. Speaker, 4 years ago, the Supreme Court's decision in Dobbs returned one of the most important questions in our society to the American people and their elected representatives.

Since then, there has been a lot of rhetoric, a lot of fear, and a lot of misinformation. In fact, we have heard some of it tonight.

I know this all too well because I have lived it personally. See, 2 years after Dobbs, I experienced one of the most dangerous pregnancy complications a woman can face, an ectopic pregnancy. My baby had no heartbeat. Without treatment, I could have lost my life.

Doctors warned that if the pregnancy ruptured, the window to save me could be measured in minutes--not hours, not days, minutes.

I was accused of a number of things, things like special treatment and calling in favors. The truth is, it is a lie. I had no special treatment. There were no favors to call in.

Instead, I fought and advocated. I sat in the ER and read the doctors the law right from my phone. They had hesitated due to confusion.

What shocked me most was the confusion surrounding my care. It was not because Florida's law had been presented a particular way. It expressly protected women like me. It expressly said in statute that ectopic pregnancies are medical emergencies. The confusion, in fact, came from misinformation from pro-abortion activists who had geofenced hospitals with digital ads convincing healthcare providers that they would face consequences for providing lifesaving care and convincing them that treating miscarriages and ectopics is an abortion.

It is not. It never has been, not in Florida, not in any State, not by the medical establishment, and, heck, not even by Planned Parenthood. Planned Parenthood has even stated this.

This is an uncomfortable fact that the pro-abortion lobby is fighting like hell to change.

While my husband and I were going through this hell, I kept asking: What happens to the woman who doesn't know the law? What happens to her if she is scared, alone, or too sick to fight for herself?

What if she doesn't have a doctor? What if she doesn't have a car to get to help?

Four years after Dobbs, it is clear that we need a whole heck of a lot less political theater and a whole heck of a lot more honest conversations. We need to support women who face miscarriages, stillbirths, and ectopic pregnancies, and we dang sure need better maternal healthcare.

We need facts instead of fear. The pro-abortion lobby would love for Americans to believe that a ``wanted pregnancy'' is a precious baby worthy of protection and love while simultaneously labeling an ``unwanted pregnancy'' merely a clump of cells that does not deserve love or protection.

Both cannot be true at the same time. That is not a political opinion. That is the most basic principle in all of human reasoning. Aristotle called this the principle of noncontradiction. A thing cannot both be and not be the same thing simultaneously.

It is the pro-abortion lobby's position that they are hoping Americans abandon logic in order to accept a narrative that is false.

Calling it out is the least that we can do. Pushing back and having this national conversation about how we protect women is long overdue, and we need to remember that behind every statistic is a family, a baby who was loved, and a mother whose life matters.

Recently, I introduced the Bereaved Parents Rights Act. This bill would allow the parents to collect their children's remains so they can properly grieve their lost children. We must remember that these are children. They are worthy of life, protection, and love, and we must fight for them every single day along with their parents. That is the work that is ahead of us. It is a conversation that is not just worth having, it is an issue worth fighting for.

Mr. Speaker, today we celebrate 4 years of saving lives and many more to come.

Mr. Speaker, I appreciate my colleague from the great State of Wisconsin for his leadership on this issue.

I rise today in strong support of H.R. 1329, the Smithsonian American Women's History Museum Act, and I want to start by recognizing my colleague Nicole Malliotakis for her tenacity and her leadership in bringing this legislation to the floor. I thank Nicole for never backing down or giving up.

As you can see, I have my daughter, Augusta Dair, here with me today because I wanted her to be a witness to this incredible moment in our Nation's history where we stood up for all of the women who have helped build this country and told their stories.

That is what this museum is. It is not a political statement. It is a promise, a promise that the women who came before us will not be erased, will not be minimized, and will not be forgotten.

We all know--or at least I thought we knew--that women's history is not a partisan issue. It is American history, full stop. Now, the women whose stories will be told in this museum, I want you to think about what they went through. It wasn't that long ago--1974--that a woman couldn't open a credit card in her own name without her husband's signature. Before that, she couldn't serve on a jury, and before that, she couldn't vote.

Yet, these women, extraordinary, stubborn, gritty, American women, they didn't quit. They persevered. They built something anyway. Now, if that is not an American story, I don't know what is. Quite frankly, it is that story that deserves to be told and have a place on our National Mall.

As Chairwoman of the Republican Women's Caucus, I have had the honor of standing alongside some of the most incredible women who fight every single day not for headlines but for the next generation of girls who need them to know that hard work, courage, and grit will take them further than anyone can ever tell them they couldn't go before.

We believe that these women deserve to be honored, proudly, without political manipulation, which is why I am genuinely baffled that the Democratic Women's Caucus has chosen to oppose this bill. Their reasoning for opposing the bill is because we want biological women's stories to be told--that we want a museum to be dedicated to women, to celebrate women? That is the controversy, Mr. Speaker?

Forgive me, but this issue should never have become partisan. It is common sense. Biological women deserve to have their stories told.

For those who say that this gives the President too much say about what is happening with this museum, that is just nonsense. Representative Malliotakis has already refuted the claim that the President will have that type of power. He cannot.

What this bill does is ensure accountability over a federally funded institution that will represent American history for generations. The Smithsonian belongs to the American people, not to political activists, not to ideological agendas.

I know that millions of women around the country right now are standing with us, and they will not apologize for standing up for women; not today and not ever.

I am here right now on the House floor with my daughter, Augusta Dair, and I can only do this because of the women who came before me. It is those women we strive to honor: the pioneers, the mothers, the scientists, the

servicemembers, the entrepreneurs, the educators, the ones who broke barriers before it was fashionable, and the ones who never got a thank- you. They deserve this. Every little girl in America deserves this.

Mr. Speaker, I urge my colleagues to reject the political noise around this bill, pass this legislation, and ensure that future generations like little Augusta's can walk through these Halls, if she chooses to, and know without question what American women are made of.

Mr. Speaker, this week, during National Police Week, we honor the brave men and women in law enforcement who put on the badge every single day and run toward danger while others are running away.

These officers respond to violent crimes, overdoses, domestic disputes, natural disasters, and unimaginable tragedies. They carry burdens that most Americans will never fully understand. As the wife of a first responder, I have seen firsthand the mental and emotional toll, as well as the physical toll, that this job can take on not just the individual wearing the uniform but all their families, as well. The stress, the trauma, and the weight of responsibility do not disappear when a shift ends.

Too often, when our first responders need help themselves, the system is not prepared to answer their call. That is why I have introduced the Answering the Call Act of 2026, legislation to strengthen the 988 Suicide and Crisis Lifeline and ensure it effectively serves first responders. That is because I can tell you right now, Mr. Speaker, it doesn't.

Our law enforcement officers, firefighters, EMTs corrections officers, and public safety telecommunicators face disproportionately high rates of depression, PTSD, substance abuse, and suicide because of the traumatic situations they encounter on the job. Yet many do not seek help because of the stigma or concerns about confidentiality. In fact, over the last 5 years, over 850 law enforcement officers have taken their own lives, and we know that number is underreported.

This bill will take practical steps to address this crisis. It promotes targeted outreach to first responders, improves trauma- informed training for 988 counselors, strengthens accountability and establishes a pilot program to improve support services nationwide for our LEOs.

First responders answer the call at our most critical moments. That is why this legislation will ensure that when they need help, the system is ready to answer theirs.

To every law enforcement officer serving across Florida's Third District, across the Sunshine State, and across this country, I thank them for their courage, their sacrifice, and their service.

May God bless our law enforcement officers and their families who stand beside them every single day.

Mr. Chair, I rise today after years of fighting for this to say, yes, we are finally getting the farm bill done.

The Farm, Food, and National Security Act of 2026 is not just a farm bill. It is a lifeline. For the farmers and ranchers in Florida, the men and women who wake up before the Sun, who work through the hurricanes, the freezes, and the disease outbreaks, who have been delivering for this country while Washington didn't deliver for them, this moment is long overdue.

Now, let me be direct about something. Our farmers did not create the chaos of rising input costs. They did not ask for the hurricanes that wiped out their groves and flooded their fields. They did not cause the freezes that killed their crops or the citrus greening that has devastated an entire industry. They absorbed it all, quietly and stubbornly, because that is what our producers do. For too long, Washington's response has been paperwork delays and disaster programs that did not meet the moment, did not reflect reality.

Mr. Chair, we all know that food security is national security. Every acre that is abandoned, every grove that is not replanted, every farmer who walks away, that is a strategic loss. Our adversaries understand this, even when people in this very Chamber choose to forget it. A nation that cannot feed itself is a nation that is not secure and a nation that can be controlled from abroad. Americans should never have to rely on foreign food.

Let us not forget that the first line of defense in American health is not a hospital, but a farm. You cannot feed a healthy Nation on substances manufactured in a lab. You need farmers. You need growers. You need ranchers. You need the men and women of this country who are producing real food for real families. That is MAHA. That is MAHA. You cannot fix the health of this Nation if you don't pass the farm bill.

On behalf of the 44,000 family farms that call Florida home and the nearly 2 million family farms across this country, I strongly urge my colleagues to support this farm bill. They are all counting on you.

Today, I rise in support of H.R. 1665, the DIGITAL Applications Act, legislation that I introduced to modernize how our Federal agencies process applications for communications infrastructure on Federal lands.

At its core, this bill is about something very simple: bringing outdated government processes into the digital age.

Today, companies seeking to deploy broadband infrastructure on Federal lands must often submit a form 299 to the Department of the Interior or the Department of Agriculture to obtain authorization for communication facilities, such as towers or related equipment. These authorizations can take the form of easements, right-of-ways, leases, or licenses.

Despite the importance of these projects, particularly when connectivity is needed more than ever, and public safety is a priority, the application process itself is far too paper-based, fragmented, and slow. In 2026, that just doesn't make sense.

The DIGITAL Applications Act fixes that by requiring the Department of the Interior and the Department of Agriculture to establish online portals to accept, process, and manage these forms. These portals will allow applicants to submit materials electronically, track the progress, and improve coordination across agencies. It is a straightforward reform, but one with real impact.

For communities across the country, especially rural communities like the ones I represent in Florida, delays in permitting infrastructure can mean delays in access, weaker wireless coverage, and slower deployment of technologies that are critical to support economic growth and public safety.

When we talk about closing the digital divide, it is not just about funding new networks. It is also about removing unnecessary red tape and bureaucratic barriers that slow down this progress.

This bill does exactly that. By digitizing the application process, we can reduce these administrative delays, increase transparency, and provide applicants with a clear path forward when seeking a path to build infrastructure on these lands.

The DIGITAL Applications Act also reflects strong bipartisan cooperation, and I thank my colleague, Representative Matsui, for working so hard with me on this to advance a commonsense solution.

At a time when Americans expect government to operate with the same efficiency they experience in the private sector, modernizing outdated systems should be something that we can all agree on.

This bill improves government operations, supports broadband, and helps ensure that our communications infrastructure keeps pace with the needs of the 21st century.
