Mr. Speaker, I rise today to recognize Reverend David Coleman. Sr., a devoted pastor, community leader, and servant of Chicago's South Side, who passed away on July 21, 2026, following a lifetime of faith, hard work, and service to the Englewood community.

Born in Parkdale, Arkansas, as the seventh of eleven children, Reverend Coleman learned the values of faith, family, and hard work from an early age. Following the passing of his father in 1967, he assumed the pastoral leadership of New Mt. Sinai Missionary Baptist Church, where he served faithfully for more than 50 years until his retirement in 2020. Through his ministry, Reverend Coleman created a sanctuary where generations of families found spiritual nourishment, youth programs, and community support.

Beyond his pastoral work, Reverend Coleman demonstrated his commitment to service through hard work and civic engagement. For more than two decades, he served as a custodian, engineer, and manager at the Stone Terrace Apartments complex. A lifelong self-taught repairman and craftsman, he personally rehabilitated a former warehouse at West 59th Street and transformed it into a spiritual sanctuary and community gathering place. He was also a dedicated member of the Rainbow PUSH Coalition, the Baptist Pastors Conference of Chicago and Vicinity, and the Baptist Ministers Conference of Chicago.

Mr. Speaker, I ask my colleagues to join me in honoring the life and legacy of Reverend David Coleman, Sr., whose more than five decades of pastoral leadership and service touched generations of Chicagoans and strengthened the community he called home. As we mourn his passing, we extend our deepest condolences to his family, including his wife, former Alderman, Bishop Shirley Coleman, daughter, Alderman Stephanie Coleman, and all those who knew and loved him.

Mr. Speaker, I thank Ranking Member Raskin for yielding and Representative Hinson for supporting this incredibly important bill, H.R. 1869, the Protecting American Industry and Labor from International Trade Crimes Act, also known as the PAIL Act.

For years, the Chinese Communist Party, or CCP, has violated U.S. trade laws and victimized American workers, companies, and consumers through trade crimes like dumping, duty evasion, and fraud.

In fact, there is an entire industry in China that publicly boasts it can help Chinese products illegally flood the U.S. market despite antidumping protections that we have put in place in our laws. These criminal activities have forced far too many American companies to shutter their doors and countless American workers to lose their jobs.

Due to bipartisan pressure, last year, the Trump administration established the Trade Fraud Task Force at the Department of Justice to criminally prosecute these crimes. Our bipartisan bill codifies the establishment of this task force and creates an oversight mechanism through annual reporting requirements to Congress. Whether it is dumping below-market iron and steel, flooding our market with illegal vapes, or violating the Uyghur Forced Labor Prevention Act, this Trade Fraud Task Force will send a clear message that these illegal trade practices must end now.

I have been proud to work with my colleagues across the aisle on this legislation. I am also grateful to Ranking Member Raskin for his support in moving this bill through the Judiciary Committee this past year. We have come close to getting this particular piece of legislation passed and signed into law, but we haven't yet done it. This year I am hoping we can finally cross the finish line.

I look forward to working with my colleagues in the House and Senate to fully fund this legislation and make sure it is signed into law this Congress. We cannot put this off any longer. American workers and companies depend on it.

Mr. Speaker, I rise in opposition to H.R. 7008.

Mr. Speaker, I have helped lead bipartisan efforts to ban stock trading by Members of Congress, and I am deeply frustrated that the majority refuses to take the issue seriously enough at this crucial time when Congress' stock is at an all-time low.

We should not be playing partisan games on this. The Republican majority is pushing a bill that still allows Members of Congress to hold, sell, and even buy certain individual stocks. They have paired it with the SAVE America Act, a voter suppression measure, that would make it harder, not easier, for Americans to participate in our elections.

I agree with Congressman Roy on this particular point that we should have an up-or-down vote on the bipartisan Restore Trust in Congress Act, which we have all supported, which has over 200 signatures, I believe, as a discharge petition. It finally bans trading by Members of Congress, their spouses, and dependent children.

Mr. Speaker, Congress is not a casino, and it is time we proved it.

Mr. Speaker, I rise today to recognize Kalpesh Joshi, a respected hotelier, community leader, and advocate for entrepreneurs, for his contributions to the hospitality industry and his service to the Indian American community in the greater Chicago area.

Kalpesh Joshi is a seasoned hospitality professional who has operated hotels under the Motel 6 and Sonesta brands for nearly two decades. A self-made, first-generation hotelier, he has built a distinguished career through hard work, entrepreneurial spirit, and a commitment to supporting fellow business owners. He has served as the Upper Midwest Regional Director for the Asian American Hotel Owners Association (AAHOA) for the past three years and currently chairs its 2024-2025 FAIR Committee. In addition, he serves on AAHOA's Government Affairs Committee and has been a member of the G6 Hospitality Owners Advisory Council since 2012.

Beyond his professional accomplishments, Mr. Joshi has demonstrated a deep commitment to civic engagement and community service. He serves on the Illinois Governor's Asian American Employment Plan Advisory Council, contributes his leadership to SEWA International's Advisory Board, and has supported numerous community organizations and initiatives. A dedicated advocate for political engagement within the Indian American community, he has worked closely with local and state leaders to advance policies that strengthen businesses, expand economic opportunity, and support community development.

Mr. Speaker, I ask my colleagues to join me in recognizing Kalpesh Joshi for his leadership, entrepreneurial success, and steadfast commitment to public service. His contributions to the hospitality industry and to the communities he serves reflect the values of hard work, civic engagement, and opportunity that help strengthen our Nation.

Mr. Speaker, I rise today to recognize BAPS Shri Swaminarayan Nlandir of Boynton Beach on the occasion of its 25th Anniversary, known as Rajat Jayanti, and to honor its longstanding contributions to the spiritual, cultural, and civic life of South Florida.

Since its inauguration in June 2001 as the first traditional Hindu temple in Palm Beach County, BAPS Shri Swaminarayan Mandir has served as a center of faith, learning, and community for thousands of families throughout the region. For twenty-five years, the Mandir has advanced the values of devotion, unity, compassion, and selfless service while preserving and promoting Hindu culture, heritage, and traditions. Through its religious and educational programs, it has fostered spiritual growth and strengthened bonds across generations.

The impact of the Mandir extends well beyond its walls. Dedicated volunteers have organized food drives, health fairs, walkathons, disaster relief initiatives, and youth leadership programs that have benefited countless individuals throughout South Florida. The Mandir has also promoted interfaith understanding and civic engagement by welcoming people of all backgrounds to learn about and experience Hindu culture, helping to build a stronger and more connected community.

Mr. Speaker, I ask my colleagues to join me in recognizing BAPS Shri Swaminarayan Mandir of Boynton Beach as it celebrates its 25th Anniversary. Its enduring commitment to faith, service, and community has enriched the cultural fabric of South Florida, and its contributions will continue to inspire future generations.

Mr. Speaker, I rise today in support of H.R. 5408, the Faster Labor Contracts Act, and I salute Mr. Norcross and Mr. Scott for their outstanding leadership on this bill.

Across America, workers exercise one of the most fundamental rights protected under our labor laws--namely, the right to organize and bargain collectively. Yet, far too often, after workers vote to form a union, they are forced to wait months and even years before seeing the benefits of that decision.

In fact, the average time to secure a first contract exceeds 450 days. During that time, workers can face uncertainty, delays, and frustration while negotiations drag on with no clear path to resolution.

There are countless examples. A few years ago, in my home State of Illinois, Teamsters drivers at XPO Logistics in Aurora voted to form a union. Yet, more than 1 year after they voted, they were still fighting simply to get the company to come to the bargaining table.

Those workers had exercised their legal right to organize, but they remained without a first contract and without the certainty that they voted for.

The Faster Labor Contracts Act addresses this problem with a straightforward and commonsense framework. It requires newly certified unions and employers to begin bargaining promptly. If negotiations stall, the bill provides mediation and, if necessary, a neutral arbitration process to help both sides reach an initial agreement.

This bill ensures that when workers make their voices heard through a lawful election, that decision is respected. Workers deserve to know that their vote to organize will not be rendered meaningless by endless delays.

That is what this bill provides. It is practical, bipartisan, and strengthens confidence in our labor system, supporting working families and helping to create more stable workplaces.

Mr. Speaker, I strongly urge my colleagues to support the Faster Labor Contracts Act.

H.R. 8428, the Federal Fraud Prevention Workforce Training Act, is legislation that would address a central concern of the American people, which is fraud and waste in government.

Every dollar lost to fraud is a dollar that cannot be used to serve the American people. Yet, over the last 20 years, at least $3 trillion in improper payments have been made by the American Government.

Our bipartisan bill protects taxpayer dollars by creating a universal Federal training program to fight fraud. By giving our government employees the tools that they need to identify fraud and avoid spending mistakes, we can stop waste before it happens.

Accountability to the American people is not optional. It is required. I am proud to support policies that keep our Federal programs strong and that use taxpayer dollars responsibly.

Mr. Speaker, I urge my colleagues to support this key legislation, and I thank the bill's sponsors, Chairman Comer, and Ranking Member Garcia for bringing this bill to the floor today.

Mr. Speaker, I rise today to recognize the National Roofing Contractors Association headquartered in ltasca, Illinois, and its efforts to designate the week of June 7 to 13, 2026, as National Roofing Week.

The roof is one of the most important components of any home or business. It is the first line of defense against natural elements, such as rain, snow or wind, and yet it is often taken for granted until it falls into disrepair. National Roofing Week honors the thousands of roofing-related businesses and workers across the country, as well as the industry's commitment to public service. National Roofing Week is a valuable reminder of the significance quality roofing has on every home and business in the U.S.

Established in 1886, NRCA is one of the Nation's oldest trade associations and the voice of professional roofing contractors worldwide. NRCA has nearly 4,000 roofing company members who represent the entire roofing supply chain. Using its vast network of roofing contractors and industry-related members, NRCA is responsible for the installation of new construction and replacement roof systems on commercial and residential structures in America. Most of its members are small, privately held businesses that provide family-sustaining jobs for thousands of hardworking individuals who are the backbone of our economy.

Professional roofing contractors provide vital services to their communities, on and off the clock. NRCA members will recognize National Roofing Week June 7 to 13, 2026, by supporting numerous charitable projects, employee training programs and other activities across the Nation. I commend NRCA and the vital role the organization and its members play in every community, and I ask my colleagues to join me in acknowledging their contributions during National Roofing Week.

Mr. Speaker, I rise today to honor the life, service, and sacrifice of Chicago Police Officer John Bartholomew who gave his life in the line of duty.

Officer Bartholomew embodied the very best of public service. Each day, he served Illinois with a commitment not only to uphold the law, but to safeguard the dignity, safety, and well-being of every member of his community. His courage was not defined by a single moment, but by a long career marked by acts of bravery, compassion, and integrity.

In neighborhoods across Chicago, Officer Bartholomew was a trusted presence, a source of reassurance, and a symbol of stability. Whether responding to emergencies or building relationships with the community, he carried out his duties with professionalism and humanity. His loss is felt deeply not only by his fellow officers, but by the countless individuals whose lives he touched.

We must also recognize the profound sacrifice made by his family, who shared him with a profession that demands so much and carries severe risk. Their grief is shared by an entire city and state that will not forget Officer Bartholomew's service.

Mr. Speaker, I ask my colleagues to join me in honoring Officer John Bartholomew. May his memory be a blessing, and may we carry forward his legacy of service and courage.

Madam Speaker, I am pleased to urge my colleagues in supporting H.R. 5773, a bill to name the Palatine, Illinois, post office in honor of Bernie Bluestein.

As one of the heroic members of the World War II American secret unit known as the Ghost Army, Bluestein helped employ inflatable tanks, fake radio signals, and sound deception to mislead Nazi forces, saving thousands of lives and helping to turn the tide in Europe.

Bernie's impact did not end with his service. He embraced being a community leader in Palatine, becoming a beloved artist, mentor, and lifelong learner. He also enriched the Harper College community for decades and inspired generations of students with his creativity, humor, and humility.

Earlier this month, unfortunately, Bernie passed away after battling cancer. He truly was a fighter until the end. Honoring him with this designation ensures that his extraordinary contributions to our Nation and our community will never be forgotten.

Madam Speaker, I urge my colleagues to vote ``yes'' and to pass this bill in honor of Bernie Bluestein.

Mr. Speaker, I rise today to celebrate the 100th anniversary of the Independent Grocers Alliance. Founded in 1926 by Chicago entrepreneur J. Frank Grimes, IGA began with a bold and simple vision: to bring together independent grocery stores under one banner to provide local communities with quality products, fair prices, and personalized service. Over the past century, that vision has grown into a powerful global alliance of thousands of independently owned grocery stores serving towns and cities across America and around the world.

From its earliest days, IGA has embodied the spirit of Main Street America: entrepreneurial, community-minded, and deeply committed to service. Its member stores are often family-owned businesses that have supported local jobs, sponsored youth sports teams, and supplied fresh food to rural and urban neighborhoods alike. Through wars, economic downturns, and changing retail trends, IGA retailers have continued to adapt, innovate, and thrive.

Today, as the grocery industry evolves through technology and shifting consumer needs, IGA's enduring commitment to local ownership and community engagement remains as strong as ever. The alliance's focus on innovation, local food and support for local businesses, and customer care ensures that independent grocers will continue to play a vital role in our Nation's food system for the next hundred years.

I am proud to join my colleagues in celebrating this milestone and in recognizing IGA's century-long dedication to the people and places that define America's Main Streets. I extend my warmest congratulations to the Independent Grocers Alliance on its 100th anniversary and wish continued success for many years to come.

Mr. Speaker, I rise today to recognize the Taiwanese American Chamber of Commerce of Greater Chicago (TACCGC) for its longstanding contributions to economic development, entrepreneurship, and civic engagement in the Greater Chicago region.

Founded in 1988, TACCGC has served as a vital forum for professionals and business leaders from a wide range of industries, fostering collaboration, supporting business growth, and strengthening the local economy.

Beyond its work in business development, TACCGC actively promotes Taiwanese American interests, strengthens economic ties between the United States and Taiwan, and encourages participation in American civic life. Its commitment to community involvement and international cooperation reflects the values that drive lasting prosperity.

I want to thank President Lisa Su and the other leaders for their leadership and service, and I am proud to recognize the organization's continued positive impact.

Mr. Speaker, I rise in support of extension of the ACA tax credits.

I met Shadene Butchart in Chicago. She has ALS. Since the ACA tax credits have expired, her health insurance premium consumes the entirety of her husband's Social Security check. She will not be able to afford any health insurance to cover this incredibly distressing disease.

I rise strongly in support, and I urge my colleagues to support it, as well.

Mr. Speaker, I rise today to recognize the Chicago Indo-US Lions Club for its outstanding service to communities across Illinois and for continuing the proud legacy of Lions Clubs International. Founded in Chicago in 1917 by Melvin Jones, Lions Clubs International has grown into the world's largest service club organization, guided by a mission of community service, humanitarian assistance, and the promotion of peace.

The Chicago Indo-US Lions Club exemplifies this legacy through its dedicated volunteerism and commitment to addressing critical community needs. The Club has played a vital role in supporting vulnerable populations, particularly through its focus on public health initiatives, including vision, hearing, and diabetes care.

Through its fundraising and outreach efforts, the Chicago Indo-US Lions Club helps bridge these gaps by providing essential medical equipment, including vision and hearing screening tools and A1C testing kits, to underserved communities.

On February 28, 2026, members of the Chicago Indo-US Lions Club and their partners will gather to reaffirm their commitment to service and to support future health and environmental initiatives across Illinois. I am proud to recognize the Chicago Indo-US Lions Club and thank them for their dedication to service and for fostering connections that help Illinois communities thrive.

Mr. Speaker, I rise today to recognize the Carnatic Music Association of North America (CMANA) on the occasion of its 50th anniversary and to honor its extraordinary contributions to the cultural and musical heritage of our Nation through its preservation and promotion of Carnatic music.

Founded in 1976, CMANA has steadfastly pursued its mission to promote, preserve, and advance the rich tradition of Carnatic music, a classical form of music that originated in South India. Over the past five decades, the organization has become a cornerstone of cultural enrichment in North America, bringing together artists, educators, and music enthusiasts to celebrate this timeless art form.

Through its annual concerts, festivals, workshops, lectures, and educational initiatives, CMANA has fostered a vibrant community of Carnatic musicians and connoisseurs while promoting cross-cultural understanding and appreciation. Its programs have inspired generations of students and audiences, reinforcing the values of discipline, creativity, and collaboration that are integral to the pursuit of Carnatic music.

CMANA has also played an invaluable role in engaging youth, providing opportunities for young people to perform, volunteer, and develop leadership and communication skills that serve them well beyond the stage. By connecting communities and celebrating diversity through music, CMANA continues to strengthen the bonds between cultures and generations.

Mr. Speaker, I commend the leadership, members, and volunteers of the Carnatic Music Association of North America for their passion and dedication. Their efforts have ensured that Carnatic music continues to flourish and inspire in North America. I congratulate CMANA on this milestone anniversary and wish the organization continued success in the years ahead.
