Mr. Speaker, in February, the administration assured us that if Congress would pass the stimulus bill, then we would see immediate relief and halt unemployment at 8 percent; yet it is now 9.5 percent on average, and it's rising. But the jobs have yet to appear. So where are the jobs?

This problem hits home for me because Alabama is suffering from a greater unemployment rate than the national trend. Mr. Speaker, the Alabama unemployment rate topped 10 percent in June. It is the highest level since July of 1984. The June rate of 10.1 percent is up from 9.8 percent in the previous month of May.

At this time last year, Alabama's jobless rate was half that at only 4.6 percent. The current unemployment rate is 10.1 percent. That represents over 215,000 unemployed Alabamians. The congressional district that I represent is suffering even more with an unemployment rate of about 12 percent, and that's on the average.

At a time when families are struggling to make ends meet, the unemployment rate is rising, further evidence that we cannot borrow and spend our way back to a growing economy.

Taxpayer Justification: Fuel ethanol from inedible plant materials or biomass will become a major portion of America's energy pool. The benefit of this research is national in scale and will especially promote sustainable agriculture in agricultural regions of the nation. Auburn University Montgomery will conduct research to develop farm deployable microbial bioreactor for fuel ethanol production. The proposed system is cost-efficient, simple, highly usable and has potential for home production. The Alabama Department of Agriculture and Industries will assist in developing pilots on farm to determine and increase commercial viability. Success in this effort will provide a unique combination of microbial catalysts and all-in-one ethanol bioreactor for fuel ethanol production from agricultural wastes.

Currently there are 20-25 million tons transported on this river each year, mostly coal and petroleum products, and serious repairs are needed. The Tennessee-Tombigbee Waterway and Coosa-Alabama River systems depend on the efficiency of the Black Warrior-Tombigbee. This project will provide necessary infrastructure maintenance and repairs to the 50+ year old lock and dam system. The entire budget for the project will go towards maintenance and repairs. This request is consistent with the intended and authorized purpose of the Corps of Engineers, O&M Account. Taxpayer Justification: Each year approximately 20-25 million tons of goods move through this waterway, mostly coal and petroleum products. The Black Warrior and Tombigbee Rivers system is vital for the Tennessee- Tombigbee Waterway and the Coosa Alabama River system, and this funding promotes the functioning of this vital waterway.

The proposed project consists of the design and construction of a new water supply well and new water storage tank. The project budget includes $315,000 for the construction of a new water supply well, $600,000 for the construction of a new water storage tank, and $75,000 for the construction of a booster pumping station. In addition, the budget includes $110,000 for engineering services for a total estimated project cost of $1,100,000.

Madam Chair, I rise to claim the time in opposition to the amendment.

I just want to thank the Chair and the ranking member for their work on this subcommittee bill. As a ranking member on one of the subcommittees on Appropriations, I know the work that goes into these bills and putting them together, and I thank Mr. Dicks and Mr. Simpson for their hard work on this appropriation bill.

I would like to talk a little bit about this project. The amendment that has been brought up tonight by Mr. Campbell is an amendment that would, of course, eliminate funding for what I believe is a worthy and historic preservation project.

The funding allows the City of Fort Payne, which is a town located in the district that I represent, a relatively small town in rural Alabama, to proceed with this rehabilitation project of an important landmark, as has been stated, the Fort Payne Coal and Iron Building. Also, it should be noted, Madam Chair, that this is included in the Save America's Treasures program.

Fort Payne was first incorporated as a town in 1889 as investors from New England saw coal and iron opportunities in the surrounding areas. During that time period, this particular building, the Fort Payne Coal and Iron Building, was the first building that was constructed. It served as the administrative building and the headquarters for the Fort Payne Coal and Iron Company, and it was from this building that the city itself was planned. This year marks the 120th anniversary of the building as well as the town of Fort Payne.

This has been a project that they are not depending on Federal funds alone, and that's, of course, as Mr. Campbell pointed out. The City of Fort Payne in rural Alabama has spent $50,000 of its own money working on this project. The State of Alabama has committed another $135,000 for this project. The Coal and Iron Building will house a cultural center which will serve this region of the State. The building is on the national register, and it will be a valuable asset of increasing tourism and raising awareness of the cultural heritage of northern Alabama and southern Appalachia, as it will provide educational opportunities which augment certain other activities in the region.

I just would also like to point out that Fort Payne, Alabama, is a community that tries to reach out and help others. It has a rich history of doing that. It was one time the number one sock producer in the world, and it is also the birthplace of the country music legends ``Alabama.'' When New York City suffered the terrorism attack of 2001, the sock industry in Fort Payne donated and delivered hundreds of pairs of socks to the rescue workers who were working around the clock in that particular situation.

So, in closing, Madam Chair, the restoration and the use of the Coal Building will be a significant cultural and educational benefit to northeastern Alabama. While I respect the gentleman who has offered the amendment, I would ask the Members to vote ``no'' on this amendment.

And I would like to show a picture of the building. This is a picture of the Coal and Iron Building. This photo was taken somewhere between 1890 and 1899, and I think you can see that it is a part of American history.

And I would also like to mention, in response to the gentleman from California, that I am a strong supporter of defense spending for this country, but this particular project in no way hinders the defense spending for this country. And, as you know, you can check my record and see that I am a strong supporter of national defense for this country, but this is in a different bill completely. This is in a different set of areas of the appropriation bill, so I would like to just stress that to the other Members, and I would ask them if they would respectfully vote ``no'' on the amendment.

Mr. Speaker, today I rise to congratulate, pay tribute and honor a great Alabamian on the occasion of his 100th birthday, which will be this Saturday, a milestone that very few individuals get to reach.

Fuller Kimbrell was born on June 20, 1909, in Berry, Alabama, and was one of 10 boys. As a young man, he was quarterback and captain of his local football team, as well as helping his family on the farm. He traveled across the country during the Great Depression and returned home to Berry, Alabama, and then on to Fayette, Alabama. Today he resides in Tuscaloosa.

Mr. Kimbrell entered politics and served in the Alabama State Senate for the 12th District of Alabama, and he also managed Big Jim Folsom's gubernatorial campaign in 1954. Additionally, he went on to serve as an adviser

to several successive governors in the great State of Alabama.

Until his retirement in 1984, he owned and operated Fayco, which was located in Fayette, Alabama, which is in the district I am privileged to represent.

Mr. Fuller Kimbrell has served on various civic and committee organizations such as the Lions Club, the Fayette Chamber of Commerce and the Alabama Farm Equipment Association, as well as the Alabama Road Builders Association, just to name a few.

Mr. Kimbrell has made so many great contributions to Alabama and our Nation. It is an honor to pay tribute to this great Alabamian and this great American. I am thankful to know Mr. Fuller Kimbrell, who is an inspiring example to all of us. I look forward to having the benefit of his wise counsel for many years to come, and I wish him a very happy birthday this Saturday.

Madam Speaker, this is my first appropriation bill to help manage on the floor, and I have very much enjoyed the process and consider it a real privilege to have this honor to do it.

I do want to commend the Chair, Ms. Wasserman Schultz, for her professional and her courteous manner in the way that she has conducted the process over the last several months for producing the fiscal year 2010 Legislative Branch Appropriations bill. We have worked closely and very much in the spirit of bipartisanship to meet the funding needs of the legislative branch agencies. In addition, the Chair operated under an open process and was responsive to the concerns and input of all the members of this committee.

Madam Speaker, I will say it is unfortunate that the bipartisan approach taken by our committee stopped at the doors of the Rules Committee. I understand that the rule accompanying this bill, the Legislative Branch Appropriation bill, has historically been a structured rule. Traditionally, while not all amendments filed with the Rules Committee have been made in order, a much more balanced approach has been taken than what we are seeing today. Twenty amendments were filed with the Rules Committee and only one was made in order. While I may not have personally supported some of the amendments, I do feel strongly that Members should be permitted to debate the issues of concern to them. Members have once again been denied the right to offer amendments to an appropriation bill, a trend that's happening more often than not.

That being said, the Legislative Branch Appropriations Subcommittee, did its work and we addressed the many competing priorities and individual agency challenges.

The committee has reduced the fiscal year 2010 requested increase of 15 percent down to 6.8 percent, a reduction of $282 million. However, it is important to distinguish that nearly one-quarter of this increase, or $60 million, is for the establishment of the Historical Buildings Revitalization Trust Fund. When you take this into account, the agencies will be operating on an average of a 5.2 increase over the last year. This funding allows the committee to continue to focus on critical life safety issues surrounding the Capitol complex and to maintain adequate funding of current staff operations.

Among the highlights of the bill is $1.375 billion for the expenses of the House of Representatives. This provides an appropriate level of funding for the Members' representational allowances, the ability to address the much-needed new voting system, additional benefits for House employees, and a new House I.D. badge system. For the United States Capitol Police, $325 million will be included. This amount supports the current sworn strength at 1,799 positions and fully funds the implementation costs of the merger with the Library of Congress Police. The Architect of the Capitol, excluding Senate items, is funded at $541 million and supports the top 20 construction projects. All life safety projects, significant investment in energy and saving efforts, and almost $70 million worth of deferred maintenance projects have been funded in this bill.

And we have started a very needed new initiative, the Historic Buildings Revitalization Trust Fund, to begin to address the Capitol complex's deteriorating infrastructure. For the Library of Congress, $647 million is included, and it includes $15 million for the beginning of needed new technology investments. The Government Printing Office is to continue the development of the Federal digital system and is included at $7 million, and in order to meet the congressional demands, additional workforce is provided for the Congressional Budget Office and the Government Accountability Office.

In conclusion, H.R. 2918 is a well-rounded bill and adequately addresses the needs of the legislative branch.

Again, I would like to express my thanks to the Chair for her bipartisanship and how she has conducted this subcommittee over the last several months that we've had the hearings and as we have worked together on this bill. I also do want to thank the majority staff, Mike Stephens, David Marroni, Matt Glassman, and Ian Rayder, for their help with this bill; and, of course, on my side of the aisle, on the minority's side, Liz Dawson, Jennifer Kisiah, and Megan Medley with my office to make sure that this bill goes through as it has successfully over the last several months. The goal is to develop miniature antennas that are capable of supporting systems that control the flight of UAVs. Taxpayer Justification: Lessons from recent combat experiences show that UAVs can improve acquisition & rapid dissemination of intelligence, surveillance & reconnaissance data. There is a need to increase the amounts of communication bandwidth to utilize the full potential of UAVs. The request as submitted to Congressman Aderholt was for $1,000,000 with a spending plan of $500,000 for salaries, $100,000 for laboratory supplies and materials, $60,000 for equipment rental, $40,000 for travel, and $300,000 for equipment.

Mr. Chair, I would like to associate myself with the comments by Mr. Culberson and many others about NASA's Exploration budget and the Constellation programs. I believe it is very important to National Security and to many science related efforts for us to aggressively move forward with our own launch capability and exploration efforts.

While I value international cooperation, it is very important that we not have to depend on other nations for access to space. The Ares and Orion programs have made progress, and we should accelerate them.

I look forward to hearing the results of the Augustine Panel. It is important that Congress take decisive action with regard to funding Exploration in this Fiscal Year 2010 budget. I look forward to working with my friends and colleagues, Chairman Mollohan and Ranking Member Wolf, in the coming weeks.

Mr. Speaker, today I rise to congratulate, pay tribute, and honor a great American on the occasion of his 100th birthday.

John A. Garrett turns 100 years old this Sunday, May 10th. The Governor of Alabama has declared this Sunday John A. Garrett Day in the State, and the mayor of Montgomery has done the same in our State's capital city.

I want to join in sharing my best wishes with those loved ones and friends who will be sharing in this, celebrating the milestone on Sunday in Snowdoun, Alabama.

John A. Garrett, born on May 10, 1909, was the fourth from the oldest of 10 children. He is the last surviving sibling in his family.

John A, as he is affectionately called by his friends, attended Auburn University, which was then called the Alabama Polytech Institute. He graduated with a degree in civil engineering in 1936. There, he met the love of his life, Ms. Katherine Stowers, whom he married that same year. They have two daughters, Mary John, and Kitty Walter.

John A. is one of those type individuals that when you meet him, you can't help but like him. He has received numerous awards and acclamations throughout his career. John A. was quite a multitasker during his career, which spanned many decades, in various lines of work, whether it was during the Second World War as he served in the Corps of Civil Engineers or as the State director of the Farmers Home Administration, where he served both during President Nixon's and President Ford's administrations.

John A. was also a gentleman farmer and served at the Alabama Farm Bureau. He also did work in construction. And at the age of 76, he founded the Alabama Rural Water Administration, which he served for 17 years. But of all the things John A. is known for, probably his great storytelling ranks among the top.

So, Mr. Speaker, on this momentous occasion of reaching a century mark, which very few people get the opportunity to celebrate, I wish this great American all the best, many more years to come, and happiness and God's blessing to him and his family.

Madam Speaker, I rise today to congratulate, pay tribute and honor a great American patriot and educator on his 90th birthday.

Floyd Lawson was born on April 25, 1919, to Luther Franklin and Mary Emily Ingle Lawson. He grew up in Winston County, Alabama and graduated from Lynn High School. He then went on to attend college on a scholarship in Missouri.

When World War II broke out, he gave up his scholarship and draft deferment and returned to Winston County, Alabama to enlist in the United States Army where he served in the U.S. Army Air Force for more than 4 years. He spent most of his time on the staff of the general commander of the Canal Zone. He is the third great grandson of Paul Ingle, who served in the Revolutionary War.

After his military duties, he pursued his education at the University of Alabama where he received a B.S., a master's degree and all classroom studies for his Ph.D. He received his LLB degree from the Blackstone School of Law in 1957. Floyd's career led him to teach at Tuscaloosa High School, the University of Alabama, Walker County High School, Walker College, and at the State of Alabama Department of Education.

He married his high school sweetheart, Modine West, and they have two wonderful daughters, Emma Lil and Melissa. They have five lovely grandchildren and two great grandsons.

After Modine's death, Floyd met and married the next love of his life, Dorothy Jane Strong Abbott. They have lived for the past 22 years in Cullman, Alabama, where they both work as a team in community, civic, and political affairs.

I'm thankful to know Floyd Lawson and to know that he is my friend. I'm looking forward to having the benefit of his wise counsel for many years to come. I wish him a very happy birthday.

2,699,232 cubic yards of dredged material; 5.32 percent for planning, engineering and design work; 2.42 percent for construction management; 12.57 percent in project construction contingency; and 3.83 percent in project escalation. The U.S. Army Corps of Engineers conducted an Environmental Assessment in accordance with Engineer Regulation (ER) 200-2-2, Procedures for Implementing the National Environmental Policy Act (NEPA) and the Council on Environmental Quality (CEQ) Regulations for Implementing Procedural Provisions of the National Environmental Policy Act (40 Code of Federal Regulations (CFR) Pts. 1500-1508) resulting in a FINDING OF NO SIGNIFICANT IMPACT (FONSI). Construction of the authorized turning basin has been evaluated by the U.S. Army Corps of Engineers through the Corps General Reevaluation Report (GRR) to alleviate harbor delays and improve safety conditions, and reflects a benefit-to-cost ratio of 3.46 to 1. This project is permitted. This request is consistent with the intended and authorized purpose of U.S. Army Corps of Engineers General Construction account. The Alabama State Port Authority, the 10th largest port in the U.S., is the federally designated local sponsor for the Port of Mobile Harbor and will provide the 25 percent cost share for the Mobile Harbor Turning Basin project. The Alabama State Port Authority's 25 percent cost share funding is secured. Turning basin will help serve a new container terminal, coal terminal and two raw material terminals.
