Madam Speaker, communities throughout the Nation are seeing unprecedented growth in

electricity demand, driven in large part by data centers and other energy-intensive facilities.

That growing demand is already having a direct impact on communities like those that I represent in the Lehigh Valley and the Poconos, where, after 4 years of severe inflation under President Biden, residents are being put in a position where they could end up footing the energy bill for new data centers. The rapid growth of these facilities requires unprecedented new investments in our electric grid.

While the grid capacity will catch up eventually, the short-term costs of those investments must not be passed on to families, seniors, and small businesses, many of whom don't want data centers in their communities in the first place.

That is why I am proud to cosponsor the bipartisan Ratepayer Protection Act, because large energy consumers who create the demand for new energy infrastructure should pay their fair share of the cost.

We can maintain local control of development activities while also protecting existing ratepayers, and that is exactly what this legislation does.

I thank Representative Evans for his partnership on this legislation, and I urge all of my colleagues to support H.R. 9340.

Mr. Speaker, I rise today to recognize National Emergency Management Awareness Month and to honor the dedicated emergency management professionals who work tirelessly to protect our families.

Emergency managers play a critical role in preparing communities for natural disasters, severe weather, public health emergencies, and other threats. Long before a crisis occurs, they work with first responders, government agencies, businesses, nonprofit organizations, and community partners to develop preparedness plans, coordinate resources, and ensure that our communities are ready to respond when disaster strikes.

When emergencies occur, emergency management professionals are often among the first to act and among the last to leave. Their leadership and coordination help protect lives, maintain essential services, support first responders, and guide communities through the difficult process of recovery and rebuilding. This work is especially important in communities across the Lehigh Valley and the Poconos, where first responders--including police, EMS, and professional and volunteer firefighters--play an essential role in keeping our families and neighborhoods safe.

Across the Lehigh Valley and the Poconos, we are fortunate to have emergency management professionals who are committed to serving their neighbors and strengthening the resilience of their communities. Their work may often take place behind the scenes, but its impact is felt whenever a community is prepared to endure a crisis and recover from its effects.

National Emergency Management Awareness Month is an opportunity to recognize these dedicated public servants and to remind every American of the importance of being prepared. I encourage families, businesses, and communities to take steps to understand their unique risks, develop emergency plans, and know where to turn for information and assistance during a crisis.

Mr. Speaker, I am proud to recognize the emergency management professionals and first responders who dedicate themselves to preparing for the unexpected and protecting their communities. Their commitment, expertise, and service are essential to the safety and resilience of our Nation, and they deserve our sincere gratitude.

Mr. Speaker, I rise today to recognize the service and sacrifice of Army veteran James Robert Yaroszeufski.

James served honorably in the United States Army during the Vietnam war. During his service, he was wounded in combat and awarded the Purple Heart in recognition of the sacrifices he made in defense of our Nation.

His military record also includes the Army Commendation Medal, National Defense Service Medal, Vietnam Service Medal, and Vietnam Campaign Medal.

Like so many veterans of his generation, James answered our Nation's call during a difficult chapter in our history, serving with courage and honor.

Although he passed away in 2015, his service and sacrifice deserve to be remembered.

On behalf of the people of the Lehigh Valley and Poconos, I honor James Robert Yaroszeufski's legacy and thank him for his faithful service to the United States.

Recognizing Michael T. Matsko

Mr. Speaker, I rise today to recognize the service and sacrifice of Vietnam veteran Michael T. Matsko.

Michael enlisted in the United States Navy in 1964 and deployed to Vietnam in 1968, during the Tet Offensive.

Serving with the brown water Navy, he was wounded when his base at Quy Nhon came under attack. Despite suffering combat injuries that left him with retained shrapnel, he returned to duty and completed his deployment in service to our Nation.

Like so many Vietnam veterans, Michael has carried the lasting effects of war long after returning home. Yet, he has remained committed to serving others by sharing his experience with students and community groups, helping future generations better understand the sacrifices made by those who served in Vietnam.

Michael was also honored by his fellow veterans by creating a commemorative keepsake from recycled American flags, preserving their stories and ensuring their service is never forgotten.

On behalf of the people of the Lehigh Valley and the Poconos, I thank Michael Matsko for his courage, his service, and his continued dedication to preserving the legacy of America's veterans.

Recognizing Robert ``Bob'' Green, Jr.

Mr. Speaker, I rise today to recognize the service and sacrifice of Army veteran Robert ``Bob'' Green, Jr.

Bob served honorably in the United States Army from 1969 until 1975, including two tours in Vietnam with the 196th Light Infantry Brigade.

Over nearly 6 years of service, he rose to the rank of staff sergeant and answered our Nation's call during one of the most challenging periods in our history. His courage and dedication were recognized with numerous military honors, including the Bronze Star Medal, Purple Heart, Republic of Vietnam Cross of Gallantry, Vietnam Service Medal, National Defense Service Medal, and a Good Conduct Medal.

These decorations reflect not only Bob's bravery in combat but also his steadfast commitment to serving his fellow soldiers and our country.

On behalf of the people of the Lehigh Valley and the Poconos, I thank Robert Green, Jr., for his courage, sacrifice, and his honorable service to the United States.

Honoring Dan Schantz

Mr. Speaker, I rise today to honor the life and legacy of Dan Schantz, a longtime Lehigh Valley farmer and leader in Pennsylvania agriculture.

For decades, Dan built one of the region's most recognizable greenhouse businesses, serving generations of families across the Lehigh Valley with the quality and dedication that became synonymous with the Schantz name.

On behalf of the people of the Lehigh Valley and the Poconos, I extend my deepest condolences to the family of Dan Schantz. We honor his lasting contributions to our agricultural community, and may his legacy and memory be everlasting.

Mr. Speaker, I rise today in strong support of H.R. 8823, the Putting Patients First By Strengthening Provider Accountability in FECA Act, which I am leading alongside my colleague, Representative Omar.

H.R. 8823 amends the FECA program, or the Federal Employees Compensation Act, to codify the Department of Labor's ability to suspend payments to medical care providers who have been convicted of fraud with respect to this program.

Each year, the FECA program provides benefits to hundreds of thousands of injured Federal workers. This is their system, and they deserve for it to operate efficiently, reliably, and effectively. That requires us to establish commonsense protections against bad actors who would abuse FECA and rip off the Federal workers in the process.

Throughout this year, we have heard numerous concerning reports of providers targeting Federal programs with fraudulent schemes, and FECA is no exception.

As chair of the Workforce Protections Subcommittee, I held a hearing in which we heard from those who testified about fraud costing taxpayers hundreds of millions of dollars, money that could have gone toward providing quality care to Federal workers who were injured.

This is unacceptable. Every dollar that goes to a fraudulent provider is one less dollar going toward providing high-quality medical care to an injured Federal worker. That is why when a provider is convicted of fraud, the Department of Labor should have clear authority to shut down the flow of taxpayer dollars that was going into their pockets.

Currently, DOL has the authority to suspend payments to medical providers who are convicted of fraudulent activity. This authority has not been codified and could be rescinded at any time. When it comes to protecting taxpayers and injured workers, our laws must be clear: No dollars should go to fraudulent providers now or at any point in the future.

That is why H.R. 8823 gives DOL the permanent authority to block bad actors from hijacking the system that Federal workers rely on. H.R. 8823 does not aim to restrict access to medical care for our injured Federal employees. Instead, this bill helps ensure that care is only delivered by providers who meet clear standards of professional and ethical conduct.

It is time that we give taxpayers and Federal workers the commonsense, bipartisan protections that they deserve. That is why I urge all of my colleagues to support this bill.

Mr. Speaker, I rise in support of H.R. 8897, the Improving Travel for American Families Act, which I am leading alongside my colleague, Representative Foushee.

Americans everywhere understand that there are better, easier, and more efficient ways to manage safety screenings at our airports. That was made clear when this legislation was reported unanimously by the Committee on Homeland Security by a vote of 30-0.

We are bringing both sides together to give families the more convenient air travel experience that they deserve. As the father of two young children, I know firsthand that family travel can be challenging.

Parents often have to navigate crowded airports while juggling strollers, diaper bags, car seats, and more, all while taking their families through the large crowds and navigating long lines.

Every parent is aware that the most stressful part of this process can be the TSA screening point. Families with an array of bags and bulky items pack into the same lanes as business travelers with a small carry-on. The resulting problems can create stress for parents and frustration for everyone else.

That is why H.R. 8897 allows the TSA to establish a pilot program that builds on its existing Families on the Fly initiative, which identifies ways to make the security screening process easier for adults traveling with children 12 years of age and under.

Through this initiative, the TSA is establishing dedicated lines reserved for families, giving them more space, time, and flexibility at security checkpoints.

Because of this program, parents are able to move through screening more smoothly, children have a less stressful experience, and security lines operate more efficiently for everyone in the airport.

Importantly, this legislation does not change TSA's screening requirements or security standards. It simply allows the agency to test practical, family friendly improvements while maintaining the same level of security that travelers expect.

This is commonsense, bipartisan legislation that will help modernize travel experience for American families while improving efficiency at our Nation's airports.

Mr. Speaker, I again thank Representative Foushee for her partnership in this legislation, and I urge all of my colleagues to support H.R. 8897.

Mr. Speaker, I rise today to thank the members of the Allentown Fire Department, as well as the professional and volunteer firefighters from throughout the Lehigh Valley, who responded to last night's devastating fire in Allentown.

Under extreme circumstances, the firefighters and first responders on the scene of the Front Street fire successfully extinguished the flames, saved many neighboring properties, and, most importantly, kept every local resident safe. We also understand that one firefighter was injured during the blaze, and we wish him a speedy recovery.

Last week, I had the opportunity to participate in a ride-along with the firefighters from AFD Engine Company 6, based just a few blocks away from the site of the fire. Throughout the process, I got to see their professionalism and commitment up close. We are so grateful and fortunate to have these first responders working every day and looking after our community.

On behalf of the people of the Lehigh Valley and the Poconos, I thank them for their service.

Mr. Speaker, I rise today to honor the life of Bruce N. Borger of Palmerton, Pennsylvania, who passed away on May 23, 2026, at the age of 77.

Bruce was a proud Vietnam veteran who served in the United States Army from 1967 to 1970. Like many Vietnam veterans, he continued to face health challenges related to his service long after returning home, a reminder of the sacrifices our veterans make both on and off the battlefield.

Following his military service, Bruce worked as a mechanic for Palmerton Borough for 35 years, serving his community with the same dedication and work ethic that defined his life.

Above all, Bruce loved his family. He was a devoted husband to his wife, Kathryn, a loving father, grandfather, and great-grandfather, who treasured every moment with those he loved.

On behalf of the Lehigh Valley and Poconos, I extend my deepest condolences to the Borger family and all who knew him.

Honoring David Falcone and Alfred Hendershot

Mr. Speaker, I rise today to honor the lives and service of two dedicated members of Lookout Fire Company No. 1 in Pen Argyl, Pennsylvania: David ``Dave'' Falcone and Alfred ``Al'' Hendershot, who our community lost in April and May of this year, respectively.

These two men, from different generations, shared a common commitment to serving their neighbors and strengthening their community through decades of volunteer service.

Dave Falcone served Lookout Fire Company No. 1 for nearly a quarter- century, most recently as assistant chief engineer. He held numerous leadership roles during his time with the company and was known for his dedication, reliability, and willingness to serve whenever called upon.

Al Hendershot was a proud veteran of the United States Air Force, who served our Nation during the Vietnam war before continuing a lifetime of service at home. As a longtime member of Lookout Fire Company, he devoted countless hours to protecting and supporting the Pen Argyl community.

I extend my deepest condolences to their families, friends, fellow firefighters, and all those whose lives were

touched by these individuals. May we honor their memories by remembering their example of service, sacrifice, and community that they leave behind.

Honoring Richard F. Kern

Mr. Speaker, I rise today to honor the life and service of Richard F. Kern, also known as Kerny, of East Bangor.

For nearly six decades, Kerny answered the call to serve his community. He was a 59-year member of East Bangor Volunteer Fire Company, where he served as chief and helped protect generations of families throughout the region.

Throughout his life, he embodied the values that make volunteer first responders so vital to our communities across the country: duty, sacrifice, leadership, and a willingness to put others before himself.

On behalf of the Lehigh Valley and the Poconos, I extend my deepest condolences to Kerny's family, friends, fellow firefighters, and all those whose lives were touched by his extraordinary service.

His legacy will live on through the organization he helped build, the people he mentored, and the community that he faithfully served for nearly 60 years.

recognizing diocese of allentown ordinations

Mr. Speaker, I rise today to recognize the historic milestone of the Diocese of Allentown and the communities it serves throughout the Lehigh Valley.

This past weekend, six men were ordained to the priesthood in the Diocese of Allentown, marking the largest ordination class in the diocese in four decades. Several of those ordained have deep ties to the Lehigh Valley, including Dominic Civitella of Easton; Tyler Davis of Coopersburg; Tyler Loch of Ironton; and Hy James Gia Ngo, who served communities in Northampton during his formation.

Priests, pastors, and other faith leaders are essential leaders in our communities. They provide spiritual guidance, support families, care for those in need, and bring people together in service to their neighbors.

As these men begin their ministries, I congratulate them, their families, and the Diocese of Allentown on this historic occasion and wish them all the best in the years ahead.

Mr. Speaker, I rise today to recognize the retirement of my friend and a true Lehigh Valley legend, Coach Barry Search of Parkland High School.

For more than three decades, Coach Search helped shape the lives of countless student athletes. As the head softball coach, he led Parkland to seven conference championships, five district titles, and a Pennsylvania State championship in 2015. Along the way, he built a program known not only for its victories, but for instilling character, discipline, and teamwork in his players.

His service extends far beyond the softball field. Coach Search spent decades as a science teacher, assistant football coach, volunteer firefighter, and fire chief, dedicating his life to serving others.

As he retires, we thank Coach Search for his contributions to Parkland, South Whitehall Township, and our entire community.

Recognizing Zining Fan

Mr. Speaker, I rise today to recognize an extraordinary student in our region, Emmaus High School junior, Zining Fan.

Recently, Zining became the first student in Emmaus High School history to compete at the Regeneron International Science and Engineering Fair, one of the world's most prestigious STEM competitions, bringing

together more than 1,700 students from over 60 countries and territories.

After advancing through local and State competitions, Zining earned second place in the world in the mathematics division for his original research on knot projections, developing a new mathematical theorem that had never been established before.

His achievement reflects not only exceptional talent and dedication, but also the strength of STEM education in the Lehigh Valley and the Poconos.

Mr. Speaker, I congratulate Zining, his family, his teachers, and the entire Emmaus High School community on this remarkable accomplishment.

Honoring the Life of Dr. Percy H. Dougherty

Mr. Speaker, I rise today to honor the life and legacy of Dr. Percy H. Dougherty of Wescosville, who passed away on May 17 at the age of 83.

Dr. Dougherty dedicated his life to education, public service, and the advancement of the Lehigh Valley. As a professor and department chair at Kutztown University, he mentored generations of students and helped shape the field of geography.

As a Lehigh County Commissioner for 28 years and a member of the Lehigh Valley Planning Commission for nearly four decades, he played a leading role in guiding the growth and development of our region.

Dr. Dougherty will be remembered for his intellect, dedication, and commitment to improving the community he called home.

As a friend, I also recognize he had a great sense of humor, and I always enjoyed speaking with him when I saw him at local events.

Mr. Speaker, I extend my deepest condolences to his wife, Anne; his sons, Robert and Thomas; his grandchildren; and all who had the privilege of knowing him.

Recognizing Walter Rybarczik

Mr. Speaker, I rise today to recognize Center Valley resident and World War II veteran Walter Rybarczik who recently celebrated his 105th birthday.

Walter served in the U.S. Army Air Corps as a radio operator and gunner aboard B-24s in the Pacific theater. He flew dozens of dangerous missions in service to our Nation, demonstrating extraordinary courage and dedication.

As we recognize this remarkable milestone, we also honor a generation whose sacrifice, service, and patriotism helped secure the freedoms that we enjoy today.

As we recognize this remarkable milestone of Walter's 105th birthday, the people in the Lehigh Valley want to congratulate Walter and also thank him for his service to our country.

Mr. Speaker, I thank Chairman Mast for yielding time to speak on our national security and this critically important issue of supporting our partners and allies and deterring our adversaries.

As a member of both the Foreign Affairs Committee and Homeland Security Committee, I have strong opinions on this topic. It is a fact that Russia and its actions continue to threaten American allies, innocent civilians, and the global economy.

This is an issue that demands serious conversations, bipartisan dialogue, and a sincere interest in advancing our Nation's foreign policy interests, including achieving peace in Ukraine.

What we are seeing, though, is that as we are working through this legislative process and trying to find ways where we can reject Russia's unprovoked aggressions and support Ukraine's right to freedom, peace, and self-determination, what we are doing is looking at legislation that is outdated and insufficient to achieve this goal.

Our Nation, since the beginning of this conflict, has supported Ukraine with over $137 billion in total security assistance. We have also won commitments from our European allies to finally step up their defense contributions.

The goal should now be to achieve a final end to this conflict and secure lasting, honorable peace for the Ukrainian people. This bill falls far short of that.

What we are seeing is that this legislation makes a number of mistakes. First, it cuts funding to the Ukraine Security Assistance Initiative. This bill states that it would extend security assistance at $300 million for fiscal years `26 and `27. However, Congress already passed funding in last year's NDAA that funds security assistance at a level of roughly $800 million across the same fiscal years.

Potentially worse still, the bill calls for NATO allies to dedicate at least 2 percent of their GDP to national defense. As I mentioned, under this administration, we have made the historic achievement of getting our NATO allies to commit to 5 percent. This bill literally moves us backward, and a decrease in NATO defense member spending would be the result.

Second, it also includes outdated and redundant provisions. Sections of this bill attempt to authorize programs like foreign military financing for allies and partners in the region. Again, Congress already passed similar provisions in the NDAA through the Baltic Security Initiative.

Finally, there are a number of drafting errors that are too numerous to state, but again, this outdated approach is not what is needed at this time.

Mr. Speaker, I encourage Members to do the right thing, to come together in a bipartisan way. We can work in an honest fashion and a serious way to get the achievements that we are actually looking for for America's interests and also for our partners and allies around the world.

Mr. Speaker, I rise today to honor the life and legacy of Hal Warner, President and CEO of the Lehigh Valley Humane Society, and to recognize his years of dedicated service to our community.

Hal devoted his career to strengthening organizations that served others all across the Lehigh Valley. He helped advance the Lehigh Valley Humane Society's mission of animal rescue, rehabilitation, adoption, and community outreach, improving the lives of both animals and families throughout our region. His leadership reflected a deep commitment to compassion, service, and building stronger communities.

Beyond his work at the Humane Society, Hal spent years serving nonprofit organizations focused on helping vulnerable populations and creating opportunities for others. Whether supporting families, strengthening community programs, or leading mission-driven organizations, he made a lasting impact on countless lives.

Hal was deeply loved by his colleagues, staff, volunteers, and all those who knew him.

We extend our deepest condolences to Hal's family, friends, and everyone at the Lehigh Valley Humane Society as they continue his work and honor his legacy.

Recognizing Stephen Schleig

Mr. Speaker, I rise today to recognize Officer Stephen Schleig of the Easton Area School District for receiving the 2026 National Association of School Resource Officers Bridge the Gap Award.

This prestigious national recognition honors school police professionals who demonstrate exceptional leadership, mentorship, professionalism, and dedication to students and their communities.

Officer Schleig was specifically recognized for his commitment to supporting at-risk youth and helping to build positive relationships that strengthen school communities.

As a graduate of the Easton Area School District, Officer Schleig now serves in the same schools that helped to shape his own life. Through initiatives focused on school mentorship, outreach, and community engagement, he has worked to strengthen the bond between schools, families, and law enforcement.

His commitment to service extends beyond the classroom and reflects the important role that mentorship and compassion play in keeping students safe and supported.

I congratulate Officer Schleig on this well-deserved national honor and thank him for his continued dedication to students, families, and the Easton community.

Recognizing Sue Butz-Stavin

Mr. Speaker, I rise today to recognize Coach Sue Butz- Stavin of Emmaus High School as she celebrates 50 years of extraordinary leadership and excellence in field hockey.

For five decades, she has helped to shape generations of student- athletes both on and off the field. As the winningest high school field hockey coach in the entire nation, her teams have earned district and State championships, set records, and built one of the most successful programs in scholastic sports.

But numbers alone do not tell the whole story. Her impact can be measured through the countless young women she has mentored, encouraged, and helped prepare for success in athletics, academics, and life.

For 50 years, Coach Butz-Stavin has embodied the values of dedication, perseverance, and leadership. Her influence has extended far beyond the pitch and left a lasting mark on Emmaus and communities around the Lehigh Valley.

I congratulate Coach Butz-Stavin on this incredible milestone and thank her for the lives that she has changed through her commitment to her athletes.

Recognizing Officer Hunter Stom

Mr. Speaker, I rise today to recognize Officer Hunter Stom of the Bethlehem Police Department for his commitment to protecting members of our community.

While off duty at a local gas station, Officer Stom noticed an elderly woman who appeared distressed while speaking on the phone near a bitcoin machine. Trusting his instincts and recognizing signs of a potential cryptocurrency scam, he stepped in to check on her well- being.

Thanks to his quick thinking, Officer Stom was able to stop the victim from sending additional money to scammers and helped prevent further financial loss. He then ensured that the incident was properly documented and that the individual received assistance.

Officer Stom's actions serve as a reminder that protecting and serving is more than a profession. It is a commitment that extends far beyond the badge and beyond the call of duty. As a member of the bipartisan Stop Scams Caucus, I know how important it is to raise awareness and protect our communities from increasingly sophisticated scams that target vulnerable individuals.

I commend Officer Stom for his dedication to keeping the people of the Lehigh Valley and Poconos safe.

Honoring Daniel G. Wuchter

Mr. Speaker, I rise today to honor the life and legacy of Daniel G. Wuchter, Sr. He is a lifetime entrepreneur, community leader, and the owner of the Allentown Fairgrounds Farmer's Market.

Mr. Speaker, I rise today to honor the life and legacy of Daniel G. Wuchter, Sr., a longtime entrepreneur and the owner of the Allentown Fairgrounds Farmers Market.

For decades, Dan helped shape one of the Lehigh Valley's most beloved institutions. His connection to the farmers market stretched back to its first opening in 1955, when he and his brother first operated a stand before building a business that grew into a lifelong commitment to the market and the community it served.

As owner of the farmers market, Dan's hard work helped transform it into a gathering place that generations of families have come to know and love. Those who knew Dan remember not only his determination, but also his generosity and love for the Lehigh Valley.

We extend our condolences to his wife, Laurie; his family; friends; and all those who knew him.

Mr. Speaker, I rise today during National Police Week to honor law enforcement throughout the Lehigh Valley and the Poconos who put their lives on the line every day to keep our communities safe. This week, we recognize the virtues of these officers, but we also know that the work of supporting police continues every day.

As a State representative, I authored legislation creating the Keystone First Responder Award to recognize those first responders killed or seriously injured in the line of duty.

Since becoming a Member of Congress, on the very first day, I took action to make sure that we were securing resources to benefit our first responders in the Lehigh Valley and the Poconos, and I am glad to report that we were able to secure $5 million for projects benefiting those individuals and their organizations.

As we prepare to celebrate America 250, we also must remember past generations of law enforcement officers. This year, Constable Elmer P. Anthony of Carbon County was honored at the National Law Enforcement Officers Memorial more than a century after he was killed in the line of duty. His legacy serves as a permanent reminder of the sacrifice of law enforcement officers.

I thank all of our police officers for their service to our communities.

Mr. Speaker, pursuant to House Resolution 1131, I call up the bill (H. Res. 1128) expressing the support of the House of Representatives for the Department of Homeland Security, and ask for its immediate consideration in the House.

Mr. Speaker, I rise today in support of H. Res. 1128, Expressing the Support of the House of Representatives for the Department of Homeland Security.

As we meet today, tens of thousands of Federal workers serving on the front lines of our national security are going unpaid. For over 40 days, the men and women we count on to protect passengers, secure our critical infrastructure, and step up during disasters have gone unpaid.

For the third time in 6 months, politics is getting in the way of critical American workers, the pay that they have earned. The impact of these political games isn't theoretical. It is causing real-world impacts each and every day.

Over 50,000 Federal employees are going without paychecks just at TSA alone. Hundreds of employees have quit. Call-out rates are in the double digits, and those who are able to go to work are stuck managing some of the longest lines that we have seen at U.S. airports.

All of this is happening at a time when our Nation is preparing to host major events while experiencing heightened national security risks.

We have to do better.

Today, this House will have an opportunity to vote on my resolution, H. Res. 1128, affirming the importance of DHS, the necessity of funding its agencies and employees, the risks of defunding our security apparatus, and our gratitude to the men and women who are working every day to protect this Nation.

The House has already passed the appropriations bill to fully fund DHS twice, both times with bipartisan support.

Now, it is time for us to speak with one voice putting aside politics to thank the members of the Coast Guard, FEMA, TSA, and more, who are continuing to do their jobs and keep us safe, despite many now going nearly a month and a half without a paycheck.

Saying ``yes'' to funding does not mean saying ``no'' to reform. There are concerns that need to be addressed with respect to certain ICE and CBP operations, and when there are opportunities for positive reform we should work together to achieve it.

That is why the DHS funding bill passed twice by this House already features significant new measures aimed at reducing tensions and improving transparency, including new funding for body cameras, de- escalation training, and the DHS Office of Inspector General.

Despite this, in the face of grave terror threats against our Nation, some are choosing to politicize our national security and hold paychecks hostage until all of their demands are met.

Let me be clear. Conversations about commonsense reforms at DHS operations are underway. They were underway before this shutdown. They continue to go on, and we will not stop until we get the reforms that the American people are looking for.

I look forward to continuing to engage on this issue and working together to achieve a system of immigration enforcement that meets the needs and standards of the American people.

Defunding our security apparatus, robbing workers of their paychecks, and creating chaos at our airports across this country does not bring us any closer to achieving those goals. It is time to put the politics aside and get serious about our national security.

In the meantime, the American people are waiting. Throughout this shutdown, we have seen powerful examples of our communities stepping in to provide for neighbors and those who are impacted. In my district in Pennsylvania's Lehigh Valley, we have seen residents coming forward to donate everything, like food and diapers, to our dedicated TSA agents at our local airport. They are continuing to do their jobs every single day, even as the bills pile up and savings are stretched thin.

To the TSA staff at the ABE airport and to all those impacted workers in my district and throughout the country who are continuing to work, I say: Thank you. I also thank all of those who stepped up to provide support for them and their families.

Here is the reality: We shouldn't have to count on local communities to provide for our Federal workers. That is the job of our elected Representatives. That is why I and so many in this Chamber have voted to provide full funding for DHS.

Tens of thousands of Federal workers are doing their jobs. We, in a bipartisan fashion, have already done that here in the House of Representatives, but we need bipartisan buy-in from our colleagues on the other side of the aisle to make it a reality. We need bipartisan support in the Senate to get Democrats to go along with this full funding of DHS to make sure that this makes its way to the President's desk and gets signed into law.

Mr. Speaker, I urge my colleagues to support this resolution thanking these workers and recognizing the critical nature of the work that they do to protect our communities and our country, and calling for the Department of Homeland Security to receive full funding--full funding-- for its needs to keep our community safe.

Mr. Speaker, what we just heard was not, in fact, the whole story. The previous speaker mentioned that he wanted to tell the whole story. Well, I think it is important that we get all the facts on the record.

What the gentleman left out was that he, himself, voted twice against funding for DHS. This resolution is not in lieu of the opportunity to vote for funding. We are going to give you another opportunity, but you are going to vote ``no'' again. That is the whole story.

The Democrats in this House want to stand in the way of keeping America safe. The Democrats in the Senate want to change the rules of the game. What they choose to do is they go out there and demand all kinds of unrealistic conditions that would actually hamstring DHS, keep our country less safe, and are totally unworkable in practice.

We, as Republicans, have offered full funding. We have offered partial funding with reforms. We have said here is the way that we can make this system not only better but keep America safe while making these reasonable commonsense reforms.

What did they do? They dismissed them out of hand.

He said Donald Trump, our President, our duly elected President, has shot down these opposition proposals. That is not the case. The Senate, the Congress are the ones that are going to advance these pieces of legislation to the President's desk.

The Senate has put forward those proposals to Democratic colleagues, and what did they do? They are the ones who rejected the latest offer. We have extended the olive branch, we have extended our hand and said: Come together, work with us, fully fund the Department of Homeland Security.

They will never fund ICE because of their radical left. They are beholden to the fringe in their party that will do everything to protect and promote illegal immigrants over the interests of American citizens. However, it should be noted that ICE actually does some very critical work in our local community.

There is Homeland Security Investigations, HSI. What does that do as a part of ICE? They go out and protect people against human trafficking, drug trafficking, drug smuggling. That is what you are opposed to? It is ludicrous.

Mr. Speaker, we have to fully fund ICE. The previous gentleman said that this resolution doesn't do enough. I agree. I agree. The resolution is a way to thank and recognize DHS and all of its employees for the great work they do to keep us safe. We should agree on that.

We should also agree on getting funding to fully fund the operations of DHS. You voted against it twice. You are going to vote against it again, and you are going to leave the American people less safe. That is the full story.

I appreciate the spirited debate, but it is important when you are debating somebody to call out their half-truths and their deflections. The half-truth that this gentleman speaks of is that Republicans control the House, Senate, and White House, and so that gives us total ability to pass whatever we want. That is not the case.

We know that in the Senate you need 60 votes to get something passed in policy, so you do need bipartisan support to actually get something passed into law and help the American people.

We are asking, Mr. Speaker, for our Democrat colleagues to come along and join us in fully funding the operations of DHS.

Now, the deflection comes when he tells you all about the important and critical training and the ways that DHS operates.

We are talking not only in this resolution but also in an appropriations bill that is going to follow about fully funding the operations of ICE.

The gentleman tries to obfuscate, tries to change the conversation. The bottom line is that that funding for DHS was voted on twice in this House already. We voted for it in a bipartisan fashion, and we are going to give all Members of this body the ability to vote on it for a third time.

Mr. Speaker, it is so critically important that we fund and fully fund the Department of Homeland Security. The best way to do that is in a bipartisan fashion. That is why this House of Representatives has already voted twice with bipartisan support to advance that legislation over to the Senate.

The previous speaker, his wishful thinking, his off-the-wall Rube Goldberg proposal, saying that Republicans in the House are somehow opposing his scheme, it is just simply unrealistic. The American people don't buy it because there is not something before us that has the bipartisan support of over 218 votes to pass. That is not what he is proposing. What we have is the pragmatic, commonsense solution that has the bipartisan support to pass twice. Join us in that effort. Join us, please. Please. I don't understand, Mr. Speaker--

Mr. Speaker, I appreciate all this discussion, again. We have to do what is best for the American people. We already have something that is advanced. We are going to continue that conversation. In addition to that, we can continue to thank and recognize all of our workers at DHS.

Mr. Speaker, I hope my colleague who just spoke can stick around to hear this. It is important that we are on the same page.

My esteemed colleague was here years ago during 9/11. The reason why we established the Department of Homeland Security, as the gentleman knows, is to break down silos. What Democrats are advocating for is building up walls, siloing off parts of our Department of Homeland Security, and leaving our country less safe.

That was the whole point of having a unified Department of Homeland Security. The previous speaker knows that history, Mr. Speaker. The gentleman knows that full well. Everybody who was here after 9/11 knows that full well.

To go back on that and try to break down these silos and say that we want to fund everything, but we want to defund Federal law enforcement, that is an affront to our national security. That is an affront to the American people.

Mr. Speaker, what I am saying is that we need to fully fund the Department of Homeland Security. We have that resolution on the floor. We are going to offer it up again. We are going to give them a third opportunity, Mr. Speaker.

Mr. Speaker, I am so grateful that my colleague stuck around to hear that it is a disastrous idea to build silos in the Department of Homeland Security and to defund Federal law enforcement. That is absolutely accurate,

and we need it on the record that those statements were damaging to what our national security apparatus does every single day to keep us safe.

Mr. Speaker, again, I appreciate the spirited debate with my colleagues, especially the past speaker. We appreciate his experience. He has been a Member of this body since even before I was born. I am 43 years old now. He has been a Member of this Chamber for longer than that. He was elected in 1981, and we appreciate his experience and knowledge that he brings to this debate. Yet, when somebody is wrong, regardless of their age or experience, it is our obligation to recognize that and call that out.

Mr. Speaker, again, Republicans are offering this resolution to thank our great men and women of the Department of Homeland Security for all of their work during this Democratic shutdown, where they are not receiving funding and their paychecks to support them and their families.

Republicans have this resolution and also the resolution for appropriating all of the funding, and those are both going to come before the full House. I encourage all of my colleagues to support it. We have had bipartisan support for the appropriations in the past, and, hopefully, we will get that again this time.

Mr. Speaker, this conversation has been rewarding and enlightening for the American people.

I have heard half-truths, deflections, and obfuscations from the other side throughout our conversation today. I have also heard fearmongering.

What we need are pragmatic, commonsense solutions that have bipartisan support. That is what we have with the DHS funding appropriations that Congress has already passed through the House that we are going to have an opportunity to vote on again. It is a chance to give the American people the results that they are looking for. It is not a conversation. It is fact.

Mr. Speaker, it has been great to hear the other side put themselves on the record for not fully funding parts of the Department of Homeland Security, for building up silos, for advocacy about defunding law enforcement. That is what we have heard here today. It is shocking, but I think it is enlightening for the American people to see that contrast and have it on full display.

I wish that we had more than an hour to have this debate. I think this is something that every American should see: Republicans coming together to support national security, to fund our workers, and to give our workers, the American people, the paychecks they deserve for the work that they are doing. However, Mr. Speaker, the other side stands in objection as an obstacle to this commonsense solution every single day.

Mr. Speaker, at this point, I thank the other side for putting this contrast on full display for the American people, and I reserve the balance of my time.

I couldn't agree with my colleague more that we should fund and fully fund the Department of Homeland Security today. That is why we are going to have the opportunity for every Member to vote ``yes'' on that resolution to fully fund it.

We are also going to have the opportunity in addition to that funding to

give our Members the opportunity to vote in full support of the men and women at the Department of Homeland Security and all the great work they do every single day. I would encourage a ``yes'' vote on both of those resolutions, certainly on the one that is being debated here before us, H. Res. 1128.

Mr. Speaker, I rise in support of H.R. 4624, the Muhammad Ali American Boxing Revival Act.

For generations, boxing stood at the center of American sports. It produced legends, inspired communities, and embodied the grit and determination that defined our country. But today, the sport has become fragmented, marked by inconsistent standards; weak oversight; and, too often, inadequate protections for fighters.

As chairman of the Workforce Protections Subcommittee, I recently led a hearing examining these challenges. We heard directly from experts, advocates, and leaders in the sport about the urgent need to strengthen safety, improve transparency, and create real opportunities for fighters.

At the end of the day, boxers are workers, and like every American worker, they deserve a safe and fair workplace.

This bill takes important steps to get us there. It establishes clearer, more consistent standards across the sport, strengthens medical protections, and ensures fighters have access to fair pay and proper oversight.

Just as importantly, it helps restore integrity and trust in the sport that has meant so much to so many Americans.

H.R. 4624 is about putting American fighters first, protecting their health, respecting their dignity, and giving them a fair shot at success.

I urge my colleagues to support this legislation.
