Nikolas has been very active with his troop, participating in many scout activities.

Over the many years Nikolas has been involved with scouting, he has not only earned numerous merit badges, but also the respect of his family, peers, and community. Most notably, Nikolas has contributed to his community through his Eagle Scout project.

Mr. Chairman, I am proud to rise in support of H.R. 7023, the Creating Confidence in Clean Water Permitting Act, which will make permitting processes under the Clean Water Act more efficient, consistent, and transparent while continuing to protect our Nation's water quality.

The Clean Water Act became law in 1972 with strong bipartisan support and an understanding that clean water supports healthy communities, as well as every industry across the United States, from farming to fishing to manufacturing.

Unfortunately, we have seen this important law become increasingly weaponized over the years to delay permits and prevent critical infrastructure and energy projects from moving forward without providing any additional environmental protection.

Ultimately, the weaponization harms the health and well-being of our Nation. This bill will address these problems and greatly benefit manufacturers, farmers, energy producers, road constructors, home builders, water treatment plants, and supply chain managers, among others, by providing clarity under the Clean Water Act.

Every person throughout the country relies on these industries and will also benefit from the regulatory flexibility and faster completion of these projects.

I emphasize that this bill does not overhaul or weaken the Clean Water Act. Instead, the Creating Confidence in Clean Water Permitting Act codifies longstanding, effective permitting practices and makes targeted, commonsense reforms.

Mr. Chairman, I thank all of my colleagues on the Transportation and Infrastructure Committee who worked on various aspects of this legislation.

Mr. Chairman, in closing, H.R. 7023 is critical to achieving more efficient project completion by streamlining and improving permitting processes under the Clean Water Act.

As has been stated, this bill will support everyday Americans making targeted, commonsense reforms to the Clean Water Act, balancing the need for environmental protections along with energy and infrastructure improvements.

This bill is the product of hard work by many members of the Transportation and Infrastructure Committee. I am very proud to sponsor H.R. 1752, the Eliminating Barriers to Rural Internet Development Grant Eligibility Act, or the E-BRIDGE Act.

Unfortunately, too many of our communities, particularly in rural Missouri, still lack broadband access.

Broadband is critical for conducting business, for attracting jobs, telehealth, education, and emergency preparedness and response--you name it.

While Economic Development Administration grants can be used to attract jobs to these economically distressed areas, right now, there are hurdles to using these grants for broadband projects, including difficult

last-mile efforts that often delay rural broadband deployment.

This bill removes those hurdles to help connect and revitalize our rural communities.

The bill contains provisions that fall within the

jurisdiction of the Committee on the Budget. In order to

expedite House consideration of H.R. 1752, the Committee on

the Budget will forgo action on this bill. This is being done

with the understanding that it does not waive any

jurisdiction over the subject matter contained in H.R. 1752

or similar legislation and that the Committee will be

appropriately consulted and involved as this bill or similar

legislation moves forward so that the Committee may address

any remaining issues that fall within its jurisdiction. The

Committee on the Budget also reserves the right to seek

appointment of an appropriate number of conferees to any

House-Senate conference involving this or similar legislation

and requests your support of any such request.

I would appreciate a response to this letter confirming

this understanding with respect to H.R. 1752 and would ask

This reconciled version before us today was collaborated on and agreed to by both committees and would enhance the capabilities of the National Oceanic and Atmospheric Administration without imposing any new mandates on industry or local government.

It also encourages the Marine Debris Foundation to establish its principal office in a coastal community in the real world outside of Washington, D.C.

Mr. Speaker, I rise today in support of H.R. 4693, the Tennessee Valley Authority Salary Transparency Act. This legislation simply reinstates an annual reporting requirement for the Tennessee Valley Authority to disclose to Congress the salaries for upper-level management.

I thank Representatives Cohen and Burchett for their bipartisan work on this legislation, which passed out of the Committee on Transportation and Infrastructure by voice vote this last year.

The bill continues years of work to make the TVA more transparent for its customers and the communities that it obviously serves.

Mr. Speaker, I rise today to recognize and congratulate Truman State University in my district in Missouri. Since 2015, Truman State and its partners have been working to create the Greenwood Interprofessional Autism Center. The Greenwood Center is now fully operational.

But before I talk more about the new Center, let me tell you about Truman State University. Truman State was founded in 1867 in Kirksville, Missouri and is Missouri's only statewide public liberal arts and sciences university. Truman is consistently ranked among the nation's best colleges. For 26 consecutive years, U.S. News and World Report has recognized Truman as the No. 1 public university in the Midwest Regional category. They also gave Truman a No. 1 ranking for ``Best Undergraduate Teaching,'' and Truman has rated No. 1 on the list of ``Best Value Schools'' in the region.

Autism is the fastest-growing developmental disorder in the United States. The Center will provide in-depth, interdisciplinary assessment and intervention for those with autism or suspected autism, as well as other neuro-developmental disorders in Northeast Missouri where these services do not exist. The Center will provide applied behavior analysis (ABA) services internally and work with a variety of external partners to meet the needs of the people the Center will serve. All partners will work within the Center's model and guidelines to ensure consistency, quality, and collaboration.

The Center also provides high-quality training for students at Truman State University. Licensed professionals will supervise Truman students enrolled in health-related academic programs (Applied Behavior Analysis, communication disorders, counseling, education, exercise science, health science, nursing, and psychology).

I congratulate Truman State and its partners for creating this Center that will bring invaluable and much needed resources to the families and children of Northeast Missouri.

Madam Speaker, H.R. 7454 extends the statutory authority of the Federal Aviation Administration through May 10, 2024.

The bill provides for key extensions of FAA authorities, such as the continued collection of aviation excise taxes that the safe operation of the National Airspace System is dependent upon.

Importantly, this bill also allows adequate time for the House and Senate to reconcile a final FAA bill to ensure the FAA has a long-term reauthorization.

Last July, the House did its part to provide for a long-term reauthorization of the FAA on time and ahead of schedule when we passed H.R. 3935 in overwhelming bipartisan fashion with more than 350 votes.

I commend my House colleagues for fulfilling the responsibility to ensure the FAA has the tools and resources it needs to maintain operations and safety in our National Airspace System.

The good news is that the Senate Commerce Committee has finally marked up its FAA bill, S. 1939. It is clear that enacting a long-term FAA bill remains the goal of both Chambers, and Congress is on track to do that.

In the meantime, we must act to pass another extension to keep the lights on at the FAA. As frequent flyers ourselves, I know for a fact that we all share a common goal of upholding safety in our airspace so every person who uses the system can travel and return home safely.

I plan to work expeditiously with our Senate counterparts so that this is the last short-term extension before we send a comprehensive, long-term FAA bill to the President's desk.

Failure to enact this extension is going to jeopardize aviation safety and will directly and immediately increase our national debt by more than $50 million a day.

I encourage all Members to support this bill so that we can maintain safety in the National Airspace System while we continue to work toward enacting a long-term reauthorization.

Madam Speaker, I want to take just a moment to recognize one of our Subcommittee on Aviation staffers, Christopher Senn, who will be leaving the committee this week. I thank him for his service to our country, as a veteran of the United States Marine Corps, by the way, and for his work and assistance with the committee, especially when it comes to FAA matters.

Madam Speaker, I urge, as well, all Members to support this bill. This is a must-pass bill so we can keep our aviation system operating safely. H.R. 7454 provides for a clean extension of FAA authorities. It does not include any policy riders.

Failure to extend the FAA's authorities is going to cost the Federal Government more than $50 million a day in lost revenues.

A lapse in authorities would also prohibit the FAA from making new obligations from the aviation trust fund to fund the FAA's important safety, operational, and research functions. Enacting a long-term and comprehensive FAA bill is the goal of both the House and the Senate. I remain committed to doing just that so Congress can deliver certainty to the aviation industry and the FAA.

Res. 38) providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Federal Highway Administration relating to ``Waiver of Buy America Requirements for Electric Vehicle Chargers,'' and ask for its immediate consideration in the House.

Mr. Speaker, today I rise to urge support for S.J. Res. 38, which was introduced by Senator Rubio of Florida under the Congressional Review Act, which would invalidate the Federal Highway Administration's waiver of Buy America requirements for electric vehicle chargers.

The joint resolution is intended to ensure our Federal dollars support American-made products rather than products from foreign competitors like China.

In November of 2021, the Infrastructure Investment and Jobs Act created the National Electric Vehicle Infrastructure Formula Program and the Charging and Fueling Infrastructure Grant Program, funding these programs at $5 billion and $2.5 billion, respectively.

The Federal Highway Administration was quick to move a waiver of Buy America requirements for EV chargers to help achieve the Biden administration's very progressive policy agenda, citing a public interest need.

There is no public interest need here, Mr. Speaker. Rather, there is just a desire for the administration to continue to push its woke agenda without fully considering the far-reaching ramifications.

It is not better for the climate as China is the number one emitter of greenhouse gas emissions around the world, and it is certainly not better for American competitiveness or security as China has already demonstrated it will utilize infrastructure footholds as it did with telecommunications and Huawei to undermine America's national security.

Simply put, a waiver undercuts domestic investments and risks empowering foreign nations. If the administration is going to continue to push for a massive transition to EVs, it should ensure and comply with the Buy America requirements.

This joint resolution received bipartisan support in the Senate, underscoring the support of Congress for ensuring that these dollars aren't funneled to China.

Mr. Speaker, passing S.J. Res. 38 is important. If the Biden administration continues to push its aggressive agenda on American families and consumers, at a minimum, they should have to comply with the Buy America requirements, at a minimum.

In 2021, despite Congress expanding Buy America requirements in IIJA to ensure our Nation's infrastructure comes from and is built by American companies, the administration is all too willing to issue a waiver of Buy America requirements for EV chargers in pursuit of its EV-for-all pipe dream. A Buy America waiver undermines domestic investments, and it risks empowering foreign adversaries like China.

We should not funnel taxpayer dollars to China in order to achieve this administration's unrealistic EV goals, which families and businesses have signaled that they are not ready for.

Mr. Speaker, I proudly pause to recognize the Bethany Republican-Clipper of Bethany, Missouri, on celebrating its 150th anniversary. The Republican-Clipper has carried on the tradition of delivering local and national news to the residents of Northwest Missouri for over a century.

The Republican-Clipper was born out of the consolidation of two local newspapers in Harrison County; the Bethany Republican, founded in 1873, and the Bethany Clipper, founded in 1905. The papers were purchased and merged by Erwin C. Conger in 1929. The Republican-Clipper is the legacy of a strong journalism history in Harrison County, which at one time had at least 10 news publications, and is considered the longest running business in Harrison County.

Mr. Speaker, I proudly ask you to join me in congratulating the Bethany Republican-Clipper on 150 years of publication. This newspaper has been keeping the people of Harrison County, Northwest Missouri, and well beyond informed for over a century. I am proud to have such a dedicated publication in the Sixth Congressional District.

Mr. Speaker, first, I thank the gentleman from North Carolina (Mr. Edwards) for introducing H.R. 5473, the Promoting Resilient Buildings Act of 2023.

H.R. 5473 cuts red tape and improves resiliency against disasters by making a technical correction to the Stafford Act and extending the building code of 2018, which expired earlier this year.

This bill ensures that there is flexibility in how the Federal Emergency Management Agency, or FEMA, applies definitions for building codes and promotes individual States' abilities to consider what is best for their communities.

This bill also supports homeowners in mitigating against future disasters through a pilot program intended to test and analyze whether such assistance will help reduce future costs and save some lives.

This bill extends the current building code definition set in the Disaster Recovery Reform Act of 2018 to allow greater flexibility for States and local governments, ultimately ensuring that disaster victims have an easier time rebuilding after a disaster.

H.R. 6503 extends the statutory authorities of the Federal Aviation Administration through March 8, 2024. This bill also authorizes the continued collection of aviation excise taxes, which are user fees that are critical to ensuring the safe operation of our air traffic control system and for capital infrastructure projects at airports all over the country.

This subsequent extension is necessary because the Senate has yet to finalize their FAA reauthorization bill. The House did its part to provide for a long-term reauthorization when we passed H.R. 3935 in an overwhelmingly bipartisan fashion on July 20 with more than 350 votes.

I commend my House colleagues for their commitment to reauthorizing the FAA on time and ahead of schedule. I remain committed to enacting a long-term comprehensive FAA bill as soon as possible, and I know that that goal is shared by our counterparts in the Senate. In the meantime, however, we have to keep the lights on at the FAA to ensure continued safe operation of the national airspace system.

Failure to enact this legislation would result in a loss of revenue totaling $50 million per day from the Airport and Airway Trust Fund. In other words, not passing this bill would directly and immediately increase our national debt by more than $50 million a day and leave our aviation system less safe.

Mr. Speaker, I encourage all Members to support this bill so that we can maintain safety in the national airspace system in the absence of a long-term reauthorization. I urge support of this legislation, and I reserve the balance of my time.

Again, I urge all Members to support this must-pass bill so we can keep our aviation system operating safely. Failing to pass an extension would cost the Federal Government more than $50 million a day in those lost revenues.

What is more, the FAA would be prohibited from making new obligations from the aviation trust fund to fund FAA's important safety, operational, and research functions.

To be clear, and I want to be clear to my colleagues, this bill provides a clean extension of FAA authorities. This bill does not include any policy riders at all.

Again, I know there is an appetite across the Capitol to enact a long-term and comprehensive FAA bill, and that continues to be my priority. I urge the Senate to act soon on its FAA bill so that Congress can deliver certainty to the aviation industry and the FAA.
